Key tasks for development in the 14th Five-Year Plan

1. Strengthen strategic support for scientific and technological innovation

1. Strengthen breakthroughs in key technologies. In-depth implementation of innovation-driven development strategy to create the source of original technology in the textile industry. Focusing on the four fields of new fiber materials, textile green manufacturing, advanced textile products, and textile intelligent manufacturing and equipment, we will carry out research and development and innovation in technology and equipment, complement the short board technologies of the industrial chain, realize the safety and autonomy of the industrial chain, strengthen the advantages of key technologies in the industry, pay attention to original innovation, and increase investment in basic research. Drive the entire industrial chain of advanced manufacturing, intelligent manufacturing, green manufacturing capabilities to gradually reach the international advanced level.

2. Improve the system of scientific and technological innovation. Accelerate the construction of a market-oriented, enterprise-oriented, industry-university-research and application-oriented scientific and technological innovation system, and build an innovation platform for the whole textile industry chain. Actively promote the construction of innovation platforms such as the national manufacturing innovation Center, the national certified enterprise Technology center, the national Certified enterprise Industrial design center, the industry key laboratory and technology innovation center, the industrial technology innovation alliance, and the industry-university-research consortium, strengthen the construction of cross-disciplinary and cross-field cooperation and innovation platforms, and establish a collaborative mechanism for innovation platforms. 3. Accelerate the construction of a standard system. Strengthen the construction of textile standardization technical institutions, optimize the standardization technical organization system, increase the integration of current standards, encourage the formulation of standards in new textile fiber materials, functional textiles, smart textiles, high-tech industrial textiles, green manufacturing, intelligent manufacturing, digital technology and other key areas, and promote the high-quality transformation and development of the industry. Encourage industry associations and backbone enterprises to actively benchmark international standards, participate in or lead the formulation and revision of national standards, industry standards, group standards and backbone enterprise standards.

4. Stimulate the vitality of talent innovation. Give full play to the role of leading talents in scientific and technological innovation in the industry, and establish an internationally leading scientific and technological innovation team based on common key issues in the industry. Actively give play to the main role of enterprise innovation, and cultivate large-scale industry leaders, professional and technical personnel and technical skills personnel. Develop high-level research-oriented textile discipline and accumulate basic research talents. 1. Promote the upgrading of the industrial base. Accelerate the breakthrough of cutting-edge technology gaps in the field of high-performance fibers such as carbon fiber, para-aramid, polyimide and their composites, and promote the research and development of key technologies of bio-based fibers and raw materials and their end-product applications. Breakthrough high-precision, high-efficiency, high-adaptability textile special basic parts, textile equipment to accelerate the flexible, intelligent, international transformation and upgrading. Strengthen the deep integration of key supply technologies for intelligent manufacturing applications such as industrial Internet, big data, artificial intelligence, industrial robots, and blockchain in the textile industry, and enhance the digital and intelligent basic capabilities of the industry. Strengthen the long board of the industrial chain, based on the advantages of large industrial scale and complete industrial chain, further develop functional and degradable new materials, expand the application of intelligent and green advanced technologies, enhance creative design capabilities, and meet the diversified and multi-level consumer needs at home and abroad.

2. Modernize the industrial chain.
