Charging infrastructure provides charging and replacing services for electric vehicles, which is an important transportation and energy integration infrastructure. At present, China's new energy vehicle market is booming, but there are still problems such as imperfect layout, unreasonable structure, unbalanced service, and inadequate operation of charging infrastructure.

In order to strengthen the construction of charging infrastructure, further release the consumption potential of new energy vehicles, and better support the development of the new energy vehicle industry, The General Office of the State Council issued the Guiding Opinions on Further Building a High-quality Charging Infrastructure System not long ago, and strengthened the layout of new energy vehicle charging infrastructure.

How is the current development and construction of China's charging infrastructure?

With the development of many years, China's new energy vehicles have entered a new stage of large-scale rapid development, and have built a charging infrastructure system with the largest number, the largest service scope and the most complete variety in the world.

Data show that from 2015 to 2022, the number of charging infrastructure in China increased from less than 100,000 units to 5.21 million units, an average annual growth of more than 700,000 units. As of the end of May this year, the scale of charging infrastructure has reached 6.356 million units. In terms of user attributes, public charging piles account for about 33% and private charging piles account for about 67%. The coverage rate of public charging pile facilities in the central urban areas of first-tier cities exceeds 80%, and 65% of the country's highway service areas have charging conditions.

Ou Hong, deputy secretary-general of the National Development and Reform Commission, said that on this basis, the opinions put forward the overall goal of China's charging infrastructure development, that is, by 2030, the basic construction of a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure and perfect functions, effectively support the development of the new energy automobile industry, and effectively meet the people's travel charging needs.

In terms of network coverage, a charging network with urban plane, highway line and rural point-like layout should be built. In large and medium-sized cities above, the proportion of operating parking lots with standardized charging conditions should strive to exceed the proportion of urban registered electric vehicles, and the coverage rate of charging services in rural areas has steadily increased. In terms of functional services, the charging infrastructure is complementary, intelligent and open, the charging service is safe and reliable, economic and convenient, the standards and norms and market supervision system are basically improved, the industry supervision and governance capabilities are basically modernized, and the technical equipment and scientific and technological innovation have reached the world advanced level.

"Find pile difficult" "into the community difficult" "road charging difficult" how to break?

At present, many new energy vehicle owners have mileage anxiety, and generally encounter a series of problems such as difficult to find a charging pile, difficult to charge the charging pile into the community, and difficult to charge on the highway, which have put forward targeted solutions.

In response to the "difficulty in finding piles", the opinions put forward, on the one hand, strengthen the coverage of charging infrastructure network, build a well-structured urban charging network, focusing on residential areas, office areas, business centers, industrial centers, leisure centers; On the other hand, the information network platform with full access to all kinds of charging infrastructure should be built.

In view of the "difficult to enter the community", the opinions specifically proposed to actively promote the construction of residential charging infrastructure: in the installation of facilities, it is required to accelerate the installation of fixed parking space charging infrastructure in the existing residential areas, and strictly implement the requirements for the allocation of charging infrastructure in the new residential areas; In terms of coordination mechanism, the city is required to speed up the development of residential charging infrastructure construction management guidelines, optimize facility construction support policies and management procedures; In terms of service guarantee, charging operation enterprises are encouraged to accept the commissioning of owners and provide unified charging infrastructure construction, operation, maintenance and other services.

In response to the "road charging is difficult", three measures are proposed: to build a convenient and efficient intercity charging network, and to speed up the shortcomings of the charging infrastructure of the road network between key cities; Strengthen the charging service of the expressway service area, requiring that the new expressway service area should simultaneously build the charging infrastructure, and accelerate the transformation of the charging infrastructure of the existing expressway service area; Build an interconnected charging network in urban agglomerations metropolitan areas, strengthen unified planning and collaborative construction of charging infrastructure, and improve the accessibility of electric vehicles in urban agglomerations, metropolitan areas and key cities.
