Promote energy development throughout the theme of education.  Energy is the lifeblood of industrial food and national economy. Energy development is the best test of the results of the theme of education, we resolutely shoulder the primary responsibility of ensuring energy security, strengthen the analysis of energy supply and demand situation and monitoring reports, solidly carry out the "14th Five-Year Plan" medium-term assessment of energy planning, make every effort to meet the peak summer energy supply, promote the planning and construction of major projects and safe production, tap the potential of peak energy supply, increase the diversification of energy imports, We will continuously and effectively improve our capacity to ensure energy supply. We will further promote green and low-carbon energy transformation, organize research and formulation of policies such as full coverage of green electricity certificates, carry out actions to replace renewable energy, continue to expand the clean energy industry, and promote the total installed capacity of wind power PV in China to exceed 800 million kilowatts in history, the installed capacity of nuclear power under construction ranks second in the world, and the installed capacity of pumped storage capacity is about 49 million kilowatts. Deepen reform and innovation in key areas of energy, publish the Blue Book on the Development of the New Power System and the first batch of National Energy Research and development innovation platforms in the 14th Five-Year Plan, carry out two comprehensive supervision in the power field, and further stimulate the driving force of high-quality energy development.

The people's livelihood with energy services throughout the theme of education.  Energy is an important material basis for the development of human society, and the level of energy used by people's livelihood is an important standard to measure the degree of modernization. We focus on energy services for people's livelihood, adhere to the principle that people come first, and find and solve people's "urgent and anxious" energy use problems in a timely manner through investigation and research, self-examination, reception of letters and visits, "Internet + supervision", government consultation and reply, complaints and reports handling and other channels. We carried out special rectification of frequent power outages across the country, comprehensively investigated and planned frequent power outages, selected 510 typical problems for key supervision, and promoted the solution of a number of frequent power outages, benefiting 630,000 residential users, more than 2,000 enterprise users, nearly 200 public service institutions, and more than 2 million people. Effectively transform the people's "urgent difficulties and worries" into "satisfactory answers". We will thoroughly implement the rural revitalization strategy, promote the construction of pilot counties for rural energy revolution, and promote the consolidation and upgrading of rural power grids. In 2023, the central budget investment will be further oriented to villages, border troops and rural areas in border counties, and strive to improve the level of universal energy services, and constantly meet the people's energy needs for a better life.

The problem rectification and rectification throughout the theme of education.  Review and rectification is an important part of thematic education, and identifying real problems is the premise and basis for promoting review and rectification.  Promote the global departments (units) to examine 270 problems, carry out special rectification 41, and put forward 570 rectification measures. Adhere to the combination of "current reform" and "long-term establishment", do a good job of rectification and rectification of prominent problems, and dynamically update the list of problems, and achieve positive results in improving the policy system of nuclear power safety development, doing a good job in guaranteeing the charging service of new energy vehicles during holidays, and promoting energy cooperation under the "Belt and Road" initiative, forming 22 normative and policy documents to promote international cooperation on clean energy.
