Ministry of Natural Resources: Comprehensively and steadily promote the construction of green mines

In 2007, the former Ministry of Land and Resources issued the initiative of "Implementing scientific development and promoting green mining" at the China International Mining Conference. In 2008, the National Mineral Resources Plan (2008-2015) took the construction of green mines as a key task and launched pilot construction. Since the 18th National Congress of the CPC, the development of green mining and the construction of green mines have been included in the "Opinions on Accelerating the Construction of Ecological Civilization" of the CPC Central Committee and the national "13th Five-Year Plan" and "14th Five-Year Plan". After 15 years of efforts, the construction of green mines has become an important platform and starting point for promoting the construction of ecological civilization in the mining industry, and has been widely recognized by all sectors of society.

In recent years, the Ministry of Natural Resources has issued green mine standards and evaluation indicators in the field of green mine construction, and the green mine standard system with the cooperation of industry, local and group standards has basically taken shape.

On the basis of the preliminary pilot, more than 1,200 national green mines were selected in two batches, and 50 green mining development demonstration zones were created, which played a positive role in improving the image of the mining industry and playing a leading role in demonstration, and completed the goal and task of "1,000 green mines demonstration and 50 demonstration zones" in the national "13th Five-Year Plan".

The green mine "look back" action has been carried out, and the "look back" campaign has been earnestly organized in response to the lax control and false creation of a small number of green mines, focusing on the mining environment, resource development methods, comprehensive utilization of resources, ecological restoration and management, and other aspects of all green mines. Put forward rectification opinions within a time limit for mines with low construction level, false construction and problems or remove them from the list, so as to upgrade a batch, rectify a batch and withdraw a batch.

Overall, China's green mine construction has achieved remarkable results, green mine "three rate" higher than the industry average level, mine water, mineral processing wastewater recycling rate and mining area green coverage rate significantly improved, comprehensive utilization of resources and ecological environmental protection effect is obvious. Many mining enterprises have taken the initiative in mining environmental governance and rural revitalization, greatly improving the positive image of the mining industry, and the public has greatly changed the image of the dirty and dirty mining environment and the traditional stereotype of the "stupid black and rough" of the mining industry.

Next step the Ministry of Natural Resources will:

1. Further improve standards and norms.

The first is to mark the "dual carbon" action requirements, closely linked to the status quo, characteristics and gaps in the development of the mining industry, and promote the green and low-carbon transformation of resource development with high standards.

Second, on the basis of fully considering the climate, environment, ecology and other factors in different regions, the differentiated standard requirements of different industries and different regions should be solved according to local conditions and revised and improved.

The third is to promote the formulation of national standards, further highlight green mining, rational use of resources, ecological restoration of mining areas and mineral capacity and appearance, and solve key problems in the creation of green mines.

The fourth is to do a good job in the interpretation and training of standards, and guide all localities to accurately understand and seek truth from facts to promote the creation of work in accordance with the actual situation of the region.

(2) Comprehensively and steadily promote the construction of green mines.

In the process of ecological civilization construction, we must take the road of developing green mining and building green mines. Entering the new development stage, we must fully and accurately implement the new development concept, comprehensively promote the production mines with valid licenses to carry out the creation of green mines, and run the green mine construction through the whole process of mine planning, design, construction, operation and pit closure.

First, strict access to new mines, green mine construction requirements are included in the announcement of the transfer of mining rights, and acceptance is completed in a timely manner within a period of time when the mine is officially put into operation.

Second, production mines should firmly establish the concept of green development, we must create green mines as the direction of efforts, we must actively act. Production mines are encouraged to formulate green mine construction statements and make them public on a regular basis to accept social supervision. Encourage the preparation of the "Green mine Construction Plan", according to the green mine industry standards and evaluation indicators, make a list of needs to be improved, clear the improvement period, and gradually achieve the green mine construction standards.
