"Standards are not unified" and "management is not standardized" how to do?

At present, the development of China's charging infrastructure industry is generally facing problems such as insufficient factor protection, low yield, not unified standards, and not standardized management. In this regard, the opinion proposes a series of specific supporting policies:

-- Increasing price support. We will implement the peak-valley time-of-use tariff policy. Before 2030, centralized charging and replacing facilities with two-part electricity prices will be exempted from demand (capacity) electricity charges.

-- Strengthening factors of production. Local governments at all levels are required to meet the development needs of charging infrastructure and supporting power grid construction land and corridor space, and provide financial support according to local conditions.

-- Improving financial service capabilities. Promote equity, project income rights, franchise rights and other pledged financing methods, and broaden financing channels for charging infrastructure investment and operation enterprises and equipment manufacturers through green bonds.

-- Formulating and implementing unified standards. Continue to improve the standard system of charging infrastructure, strengthen the iterative update of standards such as construction, operation and maintenance, product performance, and interconnection, accelerate the revision of advanced charging and replacement technology standards, and enhance the ability to lead the internationalization of standards.

-- Strengthening industry standard management. Improve industry access conditions and management policies, and build an evaluation system with a focus on standardized management and service quality.

Ou Hong said that in the next step, the National Development and Reform Commission and the National Energy Administration will work with all relevant parties to implement the opinions, strengthen the coordination of departments, strengthen the guidance and supervision of various localities, and ensure that the measures are effective as soon as possible.
