Second, biomass power price subsidy policy

Biomass power generation implements a divided electricity price policy, among which, biogas power generation implements a "benchmark price + fixed subsidy" electricity price policy, and agricultural and forestry biomass power generation and waste incineration power generation implement a unified national benchmark electricity price policy. Encourage the selection of project investors through bidding, the bid price shall not be higher than the electricity price standard set by the state. The part of the on-grid price of the biomass power generation project that is higher than the local benchmark price of coal-fired power generation will be compensated through the central financial subsidy funds and provincial financial funds.

Iii. Analysis of the development status of China's biogas power generation industry

1. Biomass power generation structure

In 2021, the annual power generation of biomass power generation in China will reach 163.7 billion kW·h, an increase of about 23.6%. The proportion of total power generation reached 2.0%, an increase of 0.2 percentage points year-on-year. Among them, the annual power generation of agricultural and forestry biomass reached 51.6 billion kW·h, accounting for 31.5%; The annual power generation of waste incineration reached 108.4 billion kW·h, accounting for 66.2%; The annual power generation of biogas reached 3.7 billion kW·h, accounting for 2.3%.

2. Installed capacity

With the continuous progress of comprehensive utilization of biogas technology, biogas power generation as an emerging biogas utilization technology appears in everyone's vision, in recent years, China's biogas power generation cumulative capacity continues to grow, according to statistics, as of 2021 China's biogas power generation cumulative installed capacity of 1.11 million kilowatts, new installed capacity of 220,000 kilowatts.

3. Power generation

Since its establishment, Baichuan Changyin has focused on biogas power generation business and accumulated rich experience in operation and management. Baichuan Changyin operates a large number of biogas power generation projects, which has formed a relatively obvious scale advantage. According to statistics, as of the first half of 2022, Baichuan Changyin biogas power generation revenue was 218 million yuan, down 5.98% year-on-year, accounting for 94.76% of total operating revenue.

V. Prospects of China's biogas power generation industry

The "14th Five-Year Plan" period is a key period for China to promote "carbon peak, carbon neutrality", deeply implement the rural revitalization strategy, increase urban and rural environmental governance and build a modern energy system, and the biomass power generation industry will usher in new development opportunities. It is manifested in:

1, biomass power generation overall maintained steady growth

The growth and rigid treatment needs of urban and rural organic waste will promote the continued growth of the biomass power generation industry, but the growth differentiation characteristics of different types of power generation projects are also more obvious. Among them, domestic waste incineration power generation will continue to grow rapidly, continue to serve as the main growth engine of biomass power generation industry, agricultural and forestry biomass power generation, biogas power generation will maintain a small growth.

2, biomass power generation will continue to reduce costs and increase efficiency

Since 2021, the national wind power and photovoltaic power generation projects have basically achieved parity online, with the steady development of the biomass power generation industry and the effective promotion of relevant national policy mechanisms, will help the biomass power generation industry continue to reduce costs and increase efficiency, and promote the healthy and high-quality development of the industry.

3. Non-electric utilization of biomass energy will be further improved

Biomass energy utilization is diverse, in addition to biomass power generation, but also includes clean heating, biological natural gas, biological liquid fuel and other non-electric use, although the overall scale of biomass non-electric use is not large, but the scale is growing rapidly. In the future, further exploration and promotion will be made in the transformation and upgrading of biomass cogeneration, the construction of biological gas industrialization demonstration projects, and the promotion of biomass liquid fuel applications in the field of transportation.
