3. Promote high-end manufacturing capabilities. Accelerate the development and application of intelligent and green key equipment and advanced technologies in the entire textile industry chain, and develop a new model of service-oriented manufacturing. Accelerate equipment renewal and technological transformation by using applicable technologies, improve production management efficiency of enterprises by using scientific management tools, strengthen network infrastructure construction, and accelerate digital transformation and upgrading of enterprises. Promote the construction of the industrial Internet platform system for the industry, and build a number of industrial Internet platforms for the textile industry chain, industrial clusters, specific industry fields, and leading enterprises. Textile segments accelerate the construction of digital and intelligent workshops/smart factories, improve production efficiency, optimize production processes, and resolve constraints on labor and other factor resources. Strengthen the green management of the whole life cycle in the whole industry, build green factories, green parks and green supply chain management enterprises, and research and develop green textile products.

3. Facilitating the circulation of the industrial chain based on domestic demand

1. Ensuring people's livelihood. To ensure the consumption demand of domestic urban and rural residents as a strategic basis, through technological progress, product innovation, production and marketing connection, so that all kinds of textile consumer products to meet multi-level needs, high-quality supply to create high-quality life. Improve the industry and enterprise product quality testing and service system, strengthen quality supervision and market supervision, and enhance the consumer recognition of domestic independent brands through intellectual property protection.

2. Foster new types of consumption. The integration of advanced technology, fashion trends, and brand culture is reflected in the design and production of textile products to meet the upgrading consumption needs of functions, fashion, and green. Strengthen the application of information technology in fashion trend prediction, creative design, consumption research, according to personalized consumption trends, relying on the Internet and intelligent manufacturing technology, improve the level of mass customization services for clothing and home textiles. Strengthen consumer research, enhance design creativity and marketing level, and form a number of clothing and home textile product brands with high market influence.

3. Expand industrial applications. Enhance the level of material innovation, manufacturing upgrading and product development in the field of industrial textiles, strive to penetrate the cross-departmental application system of key products in the fields of medical and health, environmental protection, transportation, geoconstruction, safety protection and agriculture, and deepen cooperation in standard certification, brand promotion and engineering services, so as to jointly cultivate and expand high-quality domestic market. Strengthen cooperation with equipment, logistics, arms and services, scientific research institutions and major military enterprises to develop dual-use technologies and products.

4. Raising the level and level of international development

1. Promote double circulation at home and abroad. Efficient application of fiber raw materials, high-end equipment and basic parts, refined dye additives, brands and channels and other high-quality international resources to meet the transformation and upgrading of the textile industry and textile product consumption upgrading needs. Promote the integration of international and domestic quality standards, certification and recognition in the textile industry, and promote the smooth circulation of textiles and clothing in both international and domestic markets with the same standard and homogeneity.

2. Accelerate the transformation and upgrading of foreign trade and exports. We will further improve the quality and added value of export products, accelerate the development of new forms and models of foreign trade such as cross-border e-commerce and online trading, guide enterprises to deepen their traditional export markets, expand into emerging markets, and foster new growth areas of foreign trade. Give full play to the role of overseas exhibitions, strengthen international marketing, expand the international influence of our brands, and increase the proportion of textile and apparel independent brands in export.

3. Enhance the ability to integrate transnational resources. Adhere to both introduction and going out, build a global production network with China's textile industry system as a resource allocation center, and orderly coordinate the layout of domestic and foreign manufacturing capacity. We will improve the mode of international technical and economic cooperation, promote the export of our own equipment, technology and technology, and rationally import high-quality international equipment, technology, design and personnel. We will take advantage of the opportunities of the Belt and Road Initiative to strengthen joint construction and cooperation in industrial parks in Southeast Asia and Africa, and build landmark projects for international production capacity cooperation.
