Chemical park safety accidents: 5 status quo, 7 solutions and 4 future trends!

In recent years, the rapid construction of chemical parks in China has gradually become the mainstream of industrial development, and it is also a new model for the development of China's chemical industry. With the continuous expansion of the construction scale and production and storage equipment of chemical parks and the high concentration of chemical enterprises, accidents often occur in chemical parks. In view of the characteristics of centralized hazard sources and large-scale parks, how to make reasonable planning for chemical parks and prevent and control potential serious accidents has become a core issue that governments at all levels, park builders and managers are increasingly concerned about and need to solve. Today, we have an in-depth understanding of the current safety planning of China Chemical parks from the status quo, countermeasures and future trends!

① The regional planning in the park lacks a certain scientific nature, and the layout is chaotic

As far as the current domestic industrial situation is concerned, most chemical parks have not planned a complete set of park security planning Settings, can not be classified according to different security risks in the park, set up security isolation belts, to avoid dangerous explosions, and some enterprises in the establishment of their industrial parks at the beginning of a series of planning, but did not consider the development of enterprises, More and more problems will arise.

From the reality of the situation, most areas have not delimited the chemical industry concentration area or chemical park, hazardous chemicals production, storage activities are still in a disorderly state of development, resulting in the layout of chemical enterprises is not reasonable, some newly built chemical enterprises are facing relocation.

Safety planning has not been listed as a special plan in the overall planning system of the existing chemical park, and regional risk assessment has not been carried out. There are drawbacks of selecting a piece of land for an enterprise, and then carrying out infrastructure construction according to the needs of the enterprise, resulting in insufficient safety protection distance between a number of completed chemical enterprises.

Although some areas have carried out security planning, due to the pressure of investment, the actual park is implemented by the "first come first occupy" entry criteria. For the settled chemical enterprises, the space between major hazard sources is not considered in the initial design, and the possibility of domino effect between major hazard sources is greatly increased.

② The enterprise access mechanism is not perfect

The research on enterprise access mechanism in chemical parks has just started in China, and most chemical parks (especially county level chemical parks) still have the idea of "heavy production, light safety" in varying degrees during the development process, and the introduction of new projects is based on the "basket" introduction principle of "existing, then safe".

In the chemical development zone, there are both large-scale international chemical industry giants, and there are private workhouse-style small chemical plants with less than 10 people. While large chemical enterprises standardize safety management, small chemical enterprises are bound to have low level of safety management, weak awareness of safety laws, dilution of daily safety management in order to pursue immediate interests, and serious insufficiency of normal safety investment, etc. The safety management level at different levels restricts the improvement of the overall safety level of the park.

③ Some parks have not developed complete emergency measures

When the danger really comes, a complete set of emergency measures can usually minimize the economic losses caused by disasters, and at present, most of the emergency systems in most domestic industrial parks are not sound, or emergency facilities have exceeded the service life.

When a fire and explosion occurs, the decision-making system fails or is seriously lacking, it is not possible to communicate with the headquarters in a timely manner, and it is difficult to get first-hand information, so that departments at all levels miss the first rescue time.

(4) The risk of chain explosion accidents is greater

From previous reports, we can find that once an accident occurs in any petrochemical industrial zone, it is often not a single occurrence, and usually a chain reaction will occur and last for a long time.

For example, in the explosion of Lanzhou Petrochemical Company in 2010, the serious fire of more than 300 tanks led to serial explosions in 11 surrounding areas, causing heavy casualties. Such problems are more prominent in cities with rapid economic development along the eastern coast. In the Tianjin big explosion, the sewage in the ruins flowed into the Bohai Basin after the explosion. It has caused serious sea water pollution and economic losses, so the domino consequences should be vigilant for us.
