Liaoning accelerated the layout of the three major nuclear power bases



The "Implementation Plan for Accelerating the Construction of a strong Province of Clean Energy in Liaoning Province" issued by the General Office of the Liaoning Provincial People's Government recently pointed out that in strict accordance with the national nuclear power medium and long-term development planning layout, overall Marine ecological protection and nuclear power project development and construction, and steadily promote the construction of three nuclear power bases under the premise of ensuring absolute safety.

Who are there in the three major nuclear power bases? "Plan" revealed - Hongyanhe nuclear power base, Xudabu nuclear power base, Zhuanghe nuclear power base.

The "plan" mentioned that the Hongyanhe Nuclear Power Unit 6 was put into commercial transport, accelerate the construction of Xudabu nuclear power unit 3 and 4, and strive for the approval and construction of Xudabu nuclear power unit 1 and 2 and Zhuanghe Nuclear power plant phase I as soon as possible. We will actively promote the comprehensive utilization of nuclear energy in clean heating, industrial heating, seawater desalination and other fields, and accelerate the construction of the national pilot demonstration project for nuclear heating at the Hongyanhe Nuclear Power Plant.

According to the plan, by 2025, the installed capacity of clean energy in Liaoning Province will account for 55%, the power generation will account for more than 48%, and the nuclear power generation will account for more than 22%. By 2030, the installed capacity of nuclear power will reach 14 million kilowatts, accounting for more than 30% of the electricity generation, laying a solid foundation for the province's clean energy power generation to account for 70%.

According to data released by the China Nuclear Energy Industry Association in September this year, as of the end of August this year, China had 53 commercial nuclear power units with a total installed capacity of 55.59 million kilowatts, and 23 nuclear power units under construction with a total installed capacity of 24.19 million kilowatts, leading the world in the scale under construction. Nuclear power generation now accounts for about 5% of China's electricity mix, up from about 2% a decade ago.

Compared with the national level of 5%, in 2025, Liaoning nuclear power generation accounted for 22%, increased to 30% in 2030, installed capacity of 14 million kilowatts, equivalent to more than a dozen million kilowatt nuclear power units, is undoubtedly a veracious nuclear power province.

From the perspective of development progress and status, the three major nuclear power bases in Liaoning Province show a hierarchical development pattern of commercial transport, construction and pending approval.

As the "first nuclear" and the largest power energy investment project in Northeast China, the Hongyanhe Nuclear Power Plant in Dalian, Liaoning Province, with a total installed capacity of 6.71 million kilowatts, is the first nuclear power project approved for construction in China during the "11th Five-Year Plan" period.

On June 23 this year, Unit 6 of the Hongyanhe Nuclear Power Plant officially met the conditions for commercial transport, and a total of 6 units of the first and second phases of the Hongyanhe nuclear power Plant were fully put into operation, resulting in the birth of the largest installed capacity of the domestic nuclear power plant. Data show that the six nuclear power units can generate 48 billion KWH of electricity annually, accounting for about one-fifth of the total electricity consumption in Liaoning Province.

In addition to power generation, the Hongyanhe nuclear power plant has now entered the "countdown" for nuclear heating.

In March this year, Hongyanhe Nuclear Power Co., Ltd. and the State Power Investment Northeast Company signed the "Nuclear energy heating demonstration Project construction operation and maintenance cooperation Agreement", and the first nuclear energy heating project in Northeast China entered the substantive stage of promotion. On April 6, the nuclear energy heating project officially started, and it is planned to realize the heating of the surrounding Hongyanhe Town during the heating period this winter, and the heating area of 242,400 square meters is planned and designed in advance.

The Xudapu Nuclear Power Plant is located in Xingcheng City, Huludao City, Liaoning Province, and is planned to build six million-kilowatt pressurized water reactor nuclear power units. Among them, the project of No. 3 and No. 4 units using VVER-1200 third-generation nuclear power technology was the first to start, which is the largest clean energy project invested and constructed in Liaoning Province during the "14th Five-Year Plan" period, and two units are currently under construction. In addition, units 1 and 2 are currently under approval.

Compared with the Hongyanhe nuclear power plant and the Xudabu nuclear power plant, the Zhuanghe nuclear power plant has little official public information, but it has attracted attention because of the more than ten years of preparation by the controlling developer Datang Group.

In November 2019, when domestic nuclear power began to recover, Datang Group established Liaoning Zhuanghe Nuclear Power Co., LTD., responsible for the development and preliminary work of the Zhuanghe nuclear power project. Public information shows that Liaoning Zhuanghe Nuclear Power Co., Ltd. is controlled by Datang Power, with a shareholding ratio of 46%; The Zhuanghe nuclear power project plans to build 6 million kilowatt nuclear power units in stages and is currently in a state of preparation for approval.

At present, China's nuclear power units under construction (excluding Taiwan) are distributed in 8 coastal provinces, of which Guangdong, Fujian, Zhejiang, Shandong and Liaoning provinces have two or more nuclear power bases under construction.
