Duan Xiaoping, vice president of China Textile Industry Federation, pointed out in his speech that throughout the 70-year history of China's chemical fiber industry, each stage of development is inseparable from scientific and technological progress. Especially in recent years, under the joint efforts of enterprises, universities and research institutes, the technological progress of chemical fiber industry is fully blossoming. First, functional fiber material technology continues to upgrade and is at the global leading level; Second, the technology of bio-based fiber materials has been significantly improved and is in the stage of accelerated development; Third, high-performance fiber material technology has steadily improved, becoming an important production country; Fourth, recycling fiber technology continues to innovate, in an international leading position. The overall technical level of chemical fiber industry has entered a new stage of gradually moving from keeping pace with the world's leading level, providing strong support for China's economic development, improvement of people's livelihood, ecological optimization and national security.

For the "Guidance" issued by the two ministries, Duan Xiaoping said that since the "Eleventh Five-Year Plan" in 2006, the national ministries have issued four consecutive plans or guidance to promote the development of the chemical fiber industry in the form of national industrial policies, highlighting the great importance attached to the chemical fiber industry. The introduction of the "Guiding Opinions" is the most powerful mobilization of the national ministries and commissions based on a new starting point and made to the whole industry, which fully reflects the determination and confidence of the country to vigorously promote the high-quality development of the chemical fiber industry, and will have a far-reaching impact on the development of China's chemical fiber industry.

In view of the difficulties encountered in the current operation of the industry, Duan Xiaoping put forward three suggestions: First, to carry out industry self-discipline, prevent and resolve operational risks. Cao Xuejun said that since the "13th Five-Year Plan", chemical fiber production has continued to grow, and in 2021, China's chemical fiber production reached 65.24 million tons, accounting for more than 70% of the world's; Scientific and technological innovation has achieved remarkable results, and four key core technological achievements in the industry have won the National Science and Technology Award; The industrial structure continued to optimize, the industry concentration further improved, the total capacity of 10 leading enterprises in the industry accounted for more than 60% of the total scale; Green and low-carbon actively promoted, 31 enterprises were awarded the green factory of the Ministry of Industry and Information Technology, 52 products were awarded the green design products of the Ministry of Industry and Information Technology, and 39 enterprises' products passed the green fiber and product certification.

During the "13th Five-Year Plan" period, the industry has made great breakthroughs in technology, production capacity and products, and how to continue to make efforts during the "14th Five-Year Plan" period? The Guiding Opinions put forward a series of high-quality development goals: By 2025, the industrial added value of chemical fiber enterprises above designated size will increase by an average of 5% annually, the investment intensity of industry R&D funds will reach 2%, the digital penetration rate of enterprise operation and management will reach 80%, the numerical control rate of key processes will reach 80%, the proportion of green fiber will increase to more than 25%, and the output of bio-based chemical fiber and degradable fiber materials will increase by more than 20% annually. Form a group of leading enterprises with strong competitiveness, build a high-end, intelligent and green modern industrial system, and comprehensively build a chemical fiber power.
