On August 2, with the shipment of the two newly completed modules, the Canadian LNG project undertaken by CNOOC Qingdao has completed the successful delivery of 12 modules, and the overall progress has exceeded 90%, and it is further away from full delivery within the year. This has also laid a more solid foundation for the upgrading of Qingdao's Marine equipment industry chain.

The Marine equipment industry chain is one of the 24 industrial chains that Qingdao focuses on, and it is an important foundation and support for the revitalization and development of the Marine economy of Qingdao's real economy. Aiming at the industry trend of accelerating the transformation of China's ships and Marine engineering equipment to high-end, deep water, green, intelligent and other directions, Qingdao actively plans the layout and solves the high-end development path of the industrial chain: Through leading the industry to accelerate the coordinated development, consolidate the market competitiveness of existing products, while making efforts to develop high-end ship products and new Marine engineering equipment, to create a first-class Marine and Marine engineering equipment industry base.

Seize the opportunity, break the high end

Marine equipment, as a "major power tool" at sea, is an important direction for the transformation and upgrading of China's manufacturing industry. Especially in recent years, the complex and changeable global economic situation and the rapid development of a new round of scientific and technological revolution have pushed China's Marine equipment industry to the threshold of accelerated change.

On the one hand, the pattern of global trade and industrial division of labor has been profoundly adjusted, and the tripartite competition between Japan and South Korea in the field of shipbuilding and Marine engineering equipment has become obvious. Europe and the United States have mastered the core technologies of research and development, design and key supporting equipment, and the risk of "stuck neck" of the industrial chain has risen, and the security problems of the supply chain have become prominent. On the other hand, the International Maritime Organization's new safety and environmental protection standards and new norms continue to be launched, the trend of low-carbon energy transformation is obvious, and the pace of product replacement is accelerating. The recovery of the global economy, the recovery of the shipping market, the growth of new ship orders, and the strong demand for container ships, liquefied natural gas vessels and floating production, storage and unloading units have brought new opportunities for the development of the industry.

In 2021, the "14th Five-Year Plan" issued by the State clearly proposes to promote the innovation and development of the shipbuilding and Marine engineering equipment industry, accelerate the layout in the green and intelligent field, consolidate the competitiveness of the whole industry chain in the shipbuilding field, and support research in the frontier fields of science and technology such as deep sea and polar exploration.

After the release of the national top-level plan, Guangdong, Jiangsu, Fujian and other Marine provinces have followed up the layout of the plan. As a large coastal province, Shandong also issued the "14th Five-Year Plan" for the development of the shipbuilding and Marine engineering equipment industry in March 2022, which clearly focused on five major equipment such as characteristic high-end ship types, Marine energy equipment, new Marine engineering equipment, Marine intelligent equipment, and Marine and Marine engineering supporting equipment, and fully promoted the high-quality development of the province's shipbuilding and Marine engineering equipment industry. 

The industry pattern is being reshaped, the policy level is making efforts, and the Marine equipment industry in Qingdao has ushered in an unprecedented opportunity to further expand and upgrade.

Marine equipment has always been an important jigsaw puzzle in Qingdao's manufacturing landscape. In Haixi Bay, where the industry is most concentrated, leading equipment enterprises such as CSSC Qingdao Beihai Shipbuilding, CNOOC Qingdao Offshore Engineering, petrochina Qingdao Offshore Engineering, as well as research and development and supporting equipment enterprises such as China Shipbuilding Corporation Offshore Equipment Research Institute, China Chuanchai, Haixi Heavy Machinery, Haixi Heavy Industry, Haixi Electric, etc., have formed a focus on ship repair and Marine engineering equipment manufacturing. Marine industry cluster with ship supporting and technology research and development. Not long ago, the Ministry of Industry and Information Technology announced the results of the development quality evaluation of the national new industrialization industrial demonstration base in 2021, and Haixi Bay Shipbuilding and Marine Engineering Equipment Base was awarded the highest five-star rating for the second consecutive year.

On this basis, Qingdao is seeking to achieve more breakthroughs in the high-end industry chain. "We will consolidate the international competitiveness of bulk carriers, high-power, low-speed engines and ballast water systems for ships, enhance our capacity to build Marine energy development equipment, and cultivate and expand new Marine engineering equipment such as far-reaching Marine aquaculture equipment." The relevant person in charge of the Municipal Bureau of Industry and Information Technology introduced that by optimizing and upgrading two Marine and Marine engineering equipment industrial bases such as Haixi Bay and Jimo Female Island in the West Coast New District, cultivating and developing three high-end Marine equipment characteristic industrial bases such as Guzhen Kou core area, Jimo District Blue Valley and Jiaozhou Shanghe Demonstration Area in the West Coast New District, forming a "2+3" Marine equipment industry development layout.

The leader accumulates strength, and the new competitive advantage is emerging

Marine equipment industry is a very typical industrial chain cluster development industry, the strength of a regional Marine equipment industry, to a large extent depends on the level of leading enterprises. In other words, to achieve new breakthroughs in Qingdao's Marine equipment industry chain, the key lies in leading enterprises. The continuous increase of leading enterprises in Qingdao is effectively building up the new advantages of Qingdao's Marine equipment industry.

As the main chain enterprise of Qingdao Marine equipment industry - CSSC Qingdao Beihai Shipbuilding, in addition to the layout of the original large ore carrier, large bulk carrier, large ship repair and modification and other advantages, but also actively expand the container ship, large oil tanker and other high value-added main construction type. Launch an attack on the world-renowned shipbuilding enterprises with outstanding ship shape, advanced construction and repair technology, leading quality and efficiency, large brand influence and strong comprehensive competitiveness.

According to a data from Clarkson, a shipping research institute at the beginning of this year, Qingdao Beihai Shipbuilding has a total of 40 orders of 6.975 million DWT, including 25 bulk carriers, 3 ultra-large ore carriers of 325,000 DWT, 2 oil products carriers and 10 container ships, and the delivery arrangement of the orders has been extended to 2024. Qingdao Beihai Shipbuilding is also responsible for the construction of the world's first 100,000-ton smart fishery large-scale aquaculture ship - "Guoxin 1".

As a leading enterprise, Qingdao Beihai Shipbuilding has made contributions to Qingdao's industry over the years not only in ship construction. In terms of offshore equipment, Beihai Shipbuilding has built and delivered more than 10 platforms such as the "First Ship of Qilu" - the 100,000-ton "offshore Oil 115" floating production, storage and unloading tanker, the "First barge in Asia" - the 30,000-ton jacket launching barge, and the largest bottom-type offshore drilling platform in China - "Zhongyou Hai33". In terms of ship repair, the total amount of ship repair and the quality of economic operation are in the forefront of the domestic industry, and the conventional ship repair market covers more than 30 countries and regions; In terms of ship supporting, it has formed a well-known domestic brand - BH series FRP lifeboat, rescue boat and supporting davit and retracting device. With the landing of a series of new actions, Beihai Shipbuilding as a leading enterprise is bound to bring "1+1>2" industrial effect to Qingdao.

Not only Qingdao Beihai Shipbuilding, but also Qingdao Shipyard after "rebirth" has made efforts in many fields such as intelligent ships and offshore wind power equipment. "Zhifei", China's first autonomous container merchant ship built and delivered, is the largest intelligent container ship of tonnage in operation in the world. It has three driving modes of manual driving, remote control driving and unmanned autonomous navigation, and can realize intelligent perception and cognition of navigation environment, autonomous tracking, autonomous route planning, intelligent collision avoidance, automatic berth and remote control driving. Launched technical cooperation with Shandong Advanced Materials Research Institute Company and Haiteng Tongchuang Technology Company on 30,000 cubic meters of far-reaching sea truss large-scale intelligent farming equipment project and subsequent intelligent Marine equipment and hull research and development and manufacturing to expand high-end Marine equipment market; Two offshore wind power production lines have been built, and it is expected that the annual output can reach 50,000 tons, achieving an output value of 500 million yuan, and the subsequent annual output value will be 3.5 billion yuan.

In addition, CNOOC Qingdao Offshore Engineering started to build Asia's first cylindrical floating production, storage and offloading unit (FPSO), and China Chuanchai delivered the world's first high-pressure dual-fuel main engine. These landmark orders are opening a new chapter for the development of Qingdao's Marine equipment industry.

Chain development, industrial cooperation to a new level

The coordinated development of upstream and downstream enterprises in the industrial chain is an important feature and direction of industrial chain development. While adhering to the leading drive, Qingdao will also speed up the layout along the chain, enhance the level of industrial chain cooperation, and promote the competitiveness of the industrial chain to a new level.

According to the relevant person in charge of the Municipal Bureau of Industry and Information Technology, Qingdao will continue to strengthen Marine high-power low-speed engines, ballast water systems and other supporting products, while developing communication navigation, green and low-carbon ship supporting products.

Industrial chain supporting enterprises have been eager to try. Qingdao Shuangrui, a well-known old ship supporting enterprise, has continued to aim at the new trend of industry development in recent years. Not only in the ship exhaust gas desulfurization system, ship exhaust gas denitrification system and other ship exhaust gas after-treatment products continue to innovate, but also independently developed Marine LNG gas supply system, Marine methanol fuel supply system and other clean energy supporting equipment. In May this year, Qingdao Shuangrui's self-designed Marine LNG fuel tank was certified by DNV Classification Society AIP. This is another important breakthrough in ship clean energy products after the company successfully developed Marine LNG gas supply system and realized market application, marking that Qingdao Shuangrui fully has the ability to independently design Marine LNG fuel tanks.

Innovation is the engine of continuous and advanced development of the industry. Qingdao will also accelerate the construction of a number of industry innovation platforms, overcome a number of "bottleneck" products and key core technologies in the field of Marine equipment, while promoting the transformation of scientific and technological achievements and industrial transformation and upgrading needs, promote collaborative innovation of production, university and research, and promote the overall jump in the industrial chain.

The Shandong Shipbuilding and Marine Engineering Equipment Innovation Center, led by Harbin Engineering University Qingdao Shipbuilding Technology Co., LTD., is improving the construction of key project libraries in the directions of digital shipbuilding, luxury cruise cabin environment, green and intelligent ships, and carbon emission reduction, on the basis of undertaking major national industrial research projects and aggregating industry resources. Continue to promote key projects such as the development project of new energy carbon fiber high-speed law enforcement boats and the development and application project of inland water new energy ships, provide more innovative public services for the industry by connecting more industrial chain innovation resources, and promote the improvement of innovation capacity.

More and more new forces are coming in. In October last year, the Shandong Province Marine equipment inspection and testing technical standard innovation base project declared by Qingdao Sea Inspection Group successfully passed the demonstration and review, becoming the only technical standard innovation base in the field of Marine equipment in Shandong Province. The base has presided over or participated in the formulation of 36 standards in the fields of Marine machinery, corrosion control of Marine equipment, rail transit, new materials, etc. In the future, it will strive to create a domestic first-class Marine equipment full life cycle quality technology basic one-stop service, integrated innovation platform, and provide standardized support services for new technologies, new processes, new materials, and new products in the field of Marine equipment.
