Recently, the Standing Committee of the Chongqing Municipal Committee deliberated and adopted and issued the Opinions on Deepening the Implementation of the Main Responsibility of Comprehensively and Strictly Governing the Party. The Opinions focus on the new situation, new tasks, and new requirements of comprehensively and strictly governing the Party in the new era, establish a positive list and a negative list for fulfilling the main responsibilities, achieve a clear responsibility, according to the single responsibility, according to the single accountability, form a clear responsibility, accountability, accountability and accountability system, and urge Party organizations at all levels and leading cadres of Party members to perform their duties. We will ensure that political responsibility for running the Party is fully covered and transmitted at all levels, and promote comprehensive and in-depth development of strict Party self-governance.

Based on the Party Constitution and intra-party regulations, the "Opinions" standard the new spirit and new requirements of the 19th National Congress of the Party on comprehensively and strictly governing the Party, closely combined with the reality of Chongqing, and detailed the content of the main responsibility into seven aspects. That is, put political construction in the first place, vigorously create a good political ecology, establish a correct orientation of selection and employment, strengthen intra-party supervision, adhere to the positive wind and discipline, resolutely punish corruption, give full play to the role of leading cadres as a model, further clarify the connotation of the main responsibility, and form a good situation of "the Party committee does not let go, the secretary does not throw off, and the team members do not shrink."

Firmly grasp the word "responsibility", firmly grasp the main responsibility of the Party committee (Party group), the first responsible person of the Party Committee (Party Group) secretary, and urge other members of the leadership team to perform "one post and two responsibilities". According to the main body of responsibility, it is divided into three categories: the Party committee (Party group), the main person in charge, and other members of the leading team, and the positive list and negative list of each responsible body are established respectively. First, in accordance with the Party Constitution, the Regulations on Intra-Party Supervision of the Communist Party of China (CPC), and Several Guidelines on Political Life within the Party under the New Situation and other intra-Party regulations, we sorted out the legal responsibilities and specific work of the responsible subjects specified in the regulations, and listed a positive list of responsibilities. The second is to compare the "Accountability Regulations of the Communist Party of China" and the relevant accountability situation of Chongqing implementation measures, analyze the relevant dereliction of duty found in daily supervision and reflected in accountability cases, and list the negative list of accountability. The positive list and the negative list are compared to each other, and it is further clear what to do to fulfill the main responsibility, what to prevent and correct in the process of responsibility performance, so as to realize the single responsibility, according to the single responsibility, and according to the single accountability.

Through eight specific measures, such as full recording of the performance situation, supervision and research, patrol inspections, interviews, special reports, accountability statements, democratic life, and notification exposure, we will strengthen daily supervision and urge the implementation of responsibilities. Strengthen the use of results, combine the assessment results with accountability, link them with performance assessment and cadre appointment, interview the main person in charge of the Party committee (Party group) that ranks low, and urge the cause analysis and rectification and implementation.
