Infrastructure construction should be further adapted to national development

The 11th meeting of the Financial and Economic Commission of the CPC Central Committee held recently studied the issue of comprehensively strengthening infrastructure construction. Since the 18th National Congress of the Communist Party of China, the layout of China's infrastructure network has been continuously improved, service capabilities have been continuously improved, and the level of innovation has been significantly improved. A number of major water diversion projects, key water source projects, key river and lake management projects, and large-scale irrigation projects have been completed. The new Beijing Airport, the Sichuan-Tibet Railway section between Lhasa and Nyingchi, the Hong Kong-Zhuhai-Macao Bridge and other transportation facilities have been put into use. 5G network facilities and national civil space infrastructure have played their role, and the construction of infrastructure networks covering the whole country for the storage and mobilization of materials has been accelerated. A large number of world-leading infrastructure facilities are also being accelerated, creating good basic conditions for economic and social development and providing sustained impetus for economic growth.

At the same time, China's current infrastructure should be further adapted to the national development and security needs. The scale effect and network effect of traditional infrastructure such as transportation, energy and water conservancy need to be improved, and the construction of new infrastructure to generate new industries, new forms of business and new models needs to be strengthened. Therefore, we must adhere to the problem-oriented, goal-oriented, overall development and security, and strengthen infrastructure construction in five areas, including network infrastructure construction such as transportation, energy and water conservancy, industrial upgrading infrastructure construction such as information, technology and logistics, urban infrastructure construction, agricultural and rural infrastructure construction, and national security infrastructure construction. The network, network, strong chain as the construction focus. Enhance connectivity between urban and rural areas and between regions through "networking" to better play the role of unimpeded "double cycle"; By "supplementing the network", we can accurately supplement the shortcomings, open up the blocked points in the infrastructure network, and improve the overall benefits and comprehensive benefits of network facilities. These five key areas and the three key areas of development will provide strong support for economic and social development by promoting coordinated regional development, facilitating the flow of factors of production, upgrading science and technology, improving people's livelihood, and ensuring national security. We will build a modern infrastructure system that is complete, efficient, practical, intelligent, green, safe and reliable, improve the level of networked and integrated development and system resilience of infrastructure, meet the needs of national development and security, and create a good "hard foundation" and "soft environment" for high-quality economic development.

Since there is often a long construction period from planning to design to completion, infrastructure construction needs to be moderately ahead of schedule. This requires systematic planning and overall coordination, giving full play to the advantages of a new national system that concentrates the forces of all aspects, mobilizes resources from all aspects, plays chess in a national game, and works efficiently and effectively to achieve a better combination of "promising government" and "effective market."

At the same time, it is necessary to strengthen institutional guarantees to promote the implementation of infrastructure projects. On the one hand, it is necessary to establish and improve the overall driving mechanism of government funds, and better play the guiding role of government investment in optimizing the layout, structure, function and development model of infrastructure. On the other hand, it is necessary to constantly innovate and improve infrastructure investment and financing mechanisms, extensively mobilize the enthusiasm of social capital, and diversify infrastructure investment and financing models.
