The 11th meeting of the Financial and Economic Commission of the CPC Central Committee held recently studied the issue of comprehensively strengthening infrastructure construction. At the same time, China's current infrastructure should be further adapted to the national development and security needs. The scale effect and network effect of traditional infrastructure such as transportation, energy and water conservancy need to be improved, and the construction of new infrastructure to generate new industries, new forms of business and new models needs to be strengthened. Therefore, we must adhere to the problem-oriented, goal-oriented, overall development and security, and strengthen infrastructure construction in five areas, including network infrastructure construction such as transportation, energy and water conservancy, industrial upgrading infrastructure construction such as information, technology and logistics, urban infrastructure construction, agricultural and rural infrastructure construction, and national security infrastructure construction. We will build a modern infrastructure system that is complete, efficient, practical, intelligent, green, safe and reliable, improve the level of networked and integrated development and system resilience of infrastructure, meet the needs of national development and security, and create a good "hard foundation" and "soft environment" for high-quality economic development.

Since there is often a long construction period from planning to design to completion, infrastructure construction needs to be moderately ahead of schedule. This requires systematic planning and overall coordination, giving full play to the advantages of a new national system that concentrates the forces of all aspects, mobilizes resources from all aspects, plays chess in a national game, and works efficiently and effectively to achieve a better combination of "promising government" and "effective market."

At the same time, it is necessary to strengthen institutional guarantees to promote the implementation of infrastructure projects. On the one hand, it is necessary to establish and improve the overall driving mechanism of government funds, and better play the guiding role of government investment in optimizing the layout, structure, function and development model of infrastructure.
