At present, the safe and efficient mining of mines in China has reached the world's leading level, but dust is the main, toxic and harmful substances, high temperature, high humidity, noise and other occupational hazard factors have long plagued mining employees, inducing pneumoconiosis, COPD, skin cancer, rheumatoid arthritis, cardiovascular, brain and other occupational diseases.

"Facing people's lives and health, it is urgent to strengthen policy support, accelerate the mine air revolution and occupational safety and health security." Yuan Liang, a member of the Chinese Academy of Engineering and a member of the National People's Congress, expressed his concern on the occasion of this year's two sessions.

At the same time, he pointed out that due to the weakness of basic research in the field of occupational safety and health in mines, the lack of key technologies and equipment, the imperfect prevention, early screening and effective treatment of occupational diseases, and the mismatch between the quantity, quality and advanced nature of occupational safety and health policies and standards and the development requirements of the industry, the mining industry has become the most affected area of occupational disease hazards in China, which seriously restricts the high-quality development of the industry.

By the end of 2021, China has reported a total of 1,026,500 cases of occupational diseases, of which 915,500 cases of occupational pneumoconiosis, accounting for 90%, of which coal mines and non-coal mines accounted for more than 80% of the total cases of pneumoconiosis, far exceeding the global average level of pneumoconiosis accounting for less than 10% of the total cases of occupational diseases.

However, Yuan Liang pointed out that the Party and state leaders attach great importance to the people's life and health and the control of occupational hazards, and they emphasized "strengthening safety work and promoting the control of the source of occupational hazards", which pointed out the direction for promoting the "air revolution" of mines in the new era and protecting the occupational safety and health of miners.

He put forward several suggestions of his own.

First, support the integration of mine safety and occupational hazard supervision. The reform of the supervision and management system of mine safety and occupational hazards has been included in the reform of national institutions, and a ministerial coordination group for mine occupational safety and health has been established to strengthen leadership and overall coordination; The occupational disease source control function of the National Health and Health Commission will be adjusted to the emergency management Department, and the integrated construction of mine safety supervision and occupational hazard supervision will be promoted. Strengthen the top-level design of mine dust prevention and control and occupational safety and health protection for employees in China, improve the policy system of laws, regulations and standards, promote the lifelong responsibility system of occupational disease enterprises, incorporate the air quality of the working environment in the evaluation and assessment of enterprises, and strengthen supervision and supervision by the competent authorities to promote the implementation of the main responsibility of mining enterprises.

Second, strengthen the foundation of high-tech self-reliance. Promote education development, scientific and technological innovation and personnel training in the field of occupational safety and health, and support the construction of national science and technology innovation platforms such as the National Key Laboratory for Mine dust Prevention and Control and occupational safety and Health; The mine dust prevention and control and occupational safety and health are included in the national key research and development plan, the National Natural Science Foundation and other priority funding areas and project guidelines, giving priority to support the application of the Ministry of Education, the Ministry of Science and Technology, and the National Natural Science Foundation of China talent project. To guide and strengthen online monitoring of mine air pollutants, air purification, early screening of occupational diseases such as pneumoconiosis, basic research in brain science, gene therapy and other fields, research on technical equipment and training of leading personnel; Relevant universities and institutes are encouraged to carry out cross-integration of science, technology, medicine and management, and support the cultivation of world-class disciplines in occupational safety and health.

Third, strengthen the application of scientific and technological achievements. The layout of major demonstration projects, long-term stable support for a number of mine dust prevention and control and occupational safety and health innovation research bases, advantageous teams and key directions, to promote the development of China's mine "air revolution". Encourage and support mining enterprises to play the role of "question makers", "answer makers" and "examiners", organize collaborative research through "unmasking" to solve the practical problems of mine dust prevention and control and occupational safety and health, and break through the industrial chain and innovation chain and talent chain.
