Building a metallurgical science and technology power to promote the development of intelligent green metallurgy

The report of the 20th National Congress of the Communist Party of China pointed out that we should accelerate the implementation of innovation-driven strategy and accelerate the realization of self-reliance in high-level science and technology; We will promote a new type of industrialization and speed up the building of a strong manufacturing country.  Metallurgy is an indispensable foundation and pillar of industrialization for national economic development, and provides key raw materials for major strategic projects such as aerospace, national defense and military industry. Building a powerful country in metallurgical science and technology and promoting the high-quality development of the metallurgical industry are important supports for ensuring national security and coping with international competition.

Although China is the world's largest metallurgical country, but the metal resources security situation is very serious, high dependence on foreign resources, iron ore more than 85%, copper more than 73%, lithium, niobium, cobalt, nickel and other more than 70% dependent on imports. The mineral field governance system with western developed countries as the main body has existed for a long time, and China's initiative to formulate rules is quite lacking. In the complex international competition pattern, it is urgent to enhance the core competitiveness of the metallurgical industry chain and strengthen the security of metal resources.

China's metallurgical industry output value in 2020 has exceeded 15 trillion yuan, a number of globally competitive enterprises have emerged, the overall technical level has improved, and the ability to resist risks has increased, but metallurgy is not only a high-energy industry, but also a key industry recognized by the world as "difficult to decarbonize". In 2020, the energy consumption of the steel industry will account for more than 13% of the total society, and the electricity consumption of aluminum electrolysis will account for 6.7% of the total society. Carbon emissions account for more than 20%. With the advancement of the national "double carbon" strategy, the development of the metallurgical industry is facing the triple constraints of resources, energy and the environment, and the bottleneck problem restricting the high-quality development of the metallurgical industry is prominent. It is urgent to strengthen the original innovation ability of metallurgical science and technology, promote intelligent green metallurgy, optimize the layout of the national strategic scientific and technological strength in the metallurgical field, and implement major metallurgical innovation projects.

First, accelerate the development of the whole life cycle of international metallurgical standards system. Accelerate the formulation of resources/energy, process equipment, green production full life cycle international metallurgical standard system, create a green, low-carbon, circular, intelligent development of the industry new model, drive advanced metallurgical technology and standards out of the country, especially along the "Belt and Road" countries, enhance China's voice and authority in the international metallurgical field, Actively build a new global governance system for metal resources and lead the development of the world metallurgical industry.

Second, the implementation of the "intelligent green metallurgy" major innovation project. Facing the national "dual carbon" strategic goal, aiming at national resources and energy security issues, the implementation of the "intelligent green metallurgy" major innovation project. It mainly includes future resource/energy security guarantee innovation: carry out research on metal resource/energy development strategy, build resource management information system and sharing mechanism, develop resource/energy alternative and energy-saving technologies, develop unconventional resources, and guarantee resource/energy security; Primary smelting innovation of renewable resource recycling: Innovate primary smelting with urban mineral utilization technology, build an integrated industrial chain of waste-recycling and processing (recycling) -products or production raw materials (reuse), break through pollution reduction and carbon reduction technology, and promote the construction of a "waste free society"; Clean energy alternative innovation: breakthrough in clean energy such as hydrogen energy, solar energy, hydropower, coal to gas and multi-energy collaborative and complementary technologies, explore new technologies and equipment for cross-process and cross-industry energy recovery, increase the proportion of clean energy in the industry, and promote "carbon peak"; Intelligent smelting equipment innovation: Build a large database of the whole life cycle of smelting, break through the standardization technology of green smelting process and equipment, realize intelligent smelting, and promote the optimization and upgrading of the industry.

Third, to create the world's metallurgical innovation highland and talent center. Strengthen the national strategic scientific and technological strength of metallurgy, and establish a metallurgical national laboratory. Strive to build a talent center to cultivate and gather the world's leading scientists and engineers in the metallurgical industry. Continue to invest in the basic research of "metallurgy + multi-field integration", and establish new theories and new methods of metal extraction, material preparation and ecological disposal under extremely poor and mixed resources, urban minerals, extreme environments, and complex systems. Vigorously develop unconventional resource metallurgy, hydrogen metallurgy, critical metallurgy, intelligent metallurgy, carbon-free aluminum metallurgy, arsenic metallurgy and other leading technologies such as resource substitution, energy substitution and pollution reduction and carbon reduction, promote the technological change of the metallurgical industry, and form the world's metallurgical innovation highland.
