Modern coal chemical industry innovation development layout plan

Modern coal chemical industry refers to the industry that uses coal as raw material and adopts advanced technology and processing means to produce alternative petrochemical products and clean fuels. In order to promote the innovation and development of the modern coal chemical industry, expand the sources of petrochemical raw materials, form an industrial pattern that is complementary to and coordinated with the traditional petrochemical industry, and implement the work deployment of the "Petrochemical Industry Planning and Layout Plan" and the "Guiding Opinions on Structural Adjustment of the Petrochemical Industry to Promote Transformation and Increase Efficiency", the modern coal chemical industry innovation and development layout plan is proposed.

First, the necessity of developing the innovative development layout of modern coal chemical industry

Petrochemical products are important basic raw materials for the development of national economy, with huge market demand, but constrained by oil and gas resources, the degree of external dependence is high. In 2015, the external dependence of crude oil, natural gas, ethylene, aromatics and ethylene glycol reached 60.8%, 31.5%, 50.4%, 55.9% and 66.9%, respectively. China is relatively rich in coal resources, and the appropriate development of modern coal chemical industry with innovative technology plays an important role in ensuring the safety of petrochemical industry and promoting the diversification of petrochemical raw materials.

After years of efforts, China's modern coal chemical technology has made a comprehensive breakthrough, the level of key technologies has been in the world's leading position, coal to oil, coal to natural gas, coal to olefin, coal to ethylene glycol basically realized industrialization, coal to aromatics industrial tests have made progress, and successfully built a bridge from coal to petrochemical products transformation. However, at present, the industry as a whole is still in the upgrading demonstration stage, not yet fully equipped with the conditions of large-scale industrialization, system integration level and pollution control technology to be improved, production stability and economy to be verified, industry standards and market system to be improved, and there is no ecological environmental capacity and water resources carrying capacity, blind planning and construction of modern coal chemical projects momentum. In view of the existing problems, it is urgent to strengthen scientific planning, do a good job in industrial layout, improve quality and efficiency, resolve the contradiction between resources and the environment, achieve clean transformation of coal, cultivate new economic growth points, further improve the maturity of application demonstration, reliability of technology and equipment, and gradually build a modern coal chemical industry system with perfect industry standards, complete technical routes and complete product categories. We will promote safe, green and innovative industrial development.

Second, basic principles

Accelerate the technological optimization and upgrading of modern coal chemical industry, and vigorously promote original innovation and integrated innovation. Focus on key areas and key links, and strengthen research and development of generic technologies and the transformation of results. Relying on the construction of modern coal chemical upgrading demonstration projects, we will promote the industrialization of new technologies, improve the technical equipment support system, and enhance the independent development capacity of the industry.

Relying on the existing advantages of modern coal chemical industry enterprises, the implementation of latent transformation. Actively adopt the green innovation technology of modern coal chemical industry, improve the essential safety level and safety guarantee ability, and promote the safe development of modern coal chemical industry. Strengthen the control and management of the whole process, reduce the emission intensity of three wastes, and improve the level of resource utilization of three wastes. We will carry out demonstration of the application of technologies such as carbon dioxide emission reduction, promote the transformation of terminal treatment to comprehensive treatment, and improve the level of clean and low-carbon development of industries. The new modern coal chemical project is closely integrated with the outdated production capacity elimination of high-energy-consuming projects in provinces (autonomous regions and municipalities) to ensure the realization of the carbon dioxide emission reduction target of the national and relevant provincial (autonomous regions and municipalities) per unit of GDP.

(1) Carry out in-depth demonstration of industrial technology upgrading

Earnestly summarize the experience and lessons of the early industrialization demonstration, take the initiative to adapt to the new trend of industrial development and new market requirements, break through the key technical bottlenecks in some links, improve the level of system integration and optimization, and promote the upgrading of industrial technology. We will focus on upgrading coal-to-olefin and coal-to-oil demonstrations to improve resource utilization and environmental protection. The industrialization demonstration of coal-to-natural gas and coal-to-ethylene glycol will be carried out in an orderly manner, and the process technology equipment and system configuration will be gradually improved. We will steadily carry out engineering demonstrations to produce aromatics from coal, and accelerate the transformation and application of scientific research results.

Development focus

Modern coal chemical industry - coal mining

Use high-sulfur coal gasification technology to carry out demonstration of modern coal chemical industry upgrading, and extend the service life of active high-sulfur coal mines. Focus on the transformation and utilization of low-quality coal resources such as high-sulfur coal in Shanxi and Guizhou.

Modern coal chemical industry - electricity

In combination with the construction of power stations in Xinjiang, Shaanxi, Ningxia and Inner Mongolia, China will develop the integration of coal gasification and electric heating, promote the construction of the integrated coal gasification combined cycle power generation system (IGCC), realize modern coal chemical industry and power (heat) co-production and bidirectional load regulation, and improve the efficiency of resource and energy utilization.

Modern coal chemical industry - petrochemical industry

A combined plant integrating crude oil processing, power generation, heat supply and hydrogen production will be built by using coal-gasification and electric heating integration technology. Take advantage of the mutual supply and demand of modern coal chemical industry and crude oil processing intermediate products, and carry out demonstration of joint processing of coal and crude oil.

Modern coal chemical industry - chemical fiber

We will develop coal-to-aromatic hydrocarbons and coal-to-ethylene glycol, promote diversification of chemical fiber raw materials, and carry out demonstration projects for coal-based chemical fiber raw materials.

Modern coal chemical industry - salt chemical industry

Focus on the comprehensive development and utilization of salt lake resources in Qinghai and other places, and build Qinghai Mining Haixi coal to olefin project. According to the requirements of the international Convention on the prevention and control of mercury pollution, the transformation of polyvinyl chloride raw material route and acetylene hydrogenation to ethylene are implemented in the area where conditions permit.

Modern coal chemical industry - metallurgical building materials

The development of fly ash to make building materials products, the development of high aluminum powder coal ash to alumina, carbon monoxide or hydrogen directly reduced iron and other technologies, focusing on Mengxi and other places to carry out modern coal chemical industry and metallurgical building materials integration demonstration, improve the comprehensive utilization level of metallurgical by-product gas.

3. We will develop and transform competitive enterprises

We will carry out in-depth benchmarking management in industries, focus on filling in competitive enterprises with development potential, tapping potential for transformation, strengthen technological innovation, optimize resource allocation, and improve safety and environmental protection. Promote Shenhua Group Baotou, China Coal Group Yulin, Yanchang Group Jingbian and Shaanxi Coal Chemical Group Pucheng and other enterprises to use the existing production plant operation experience, improve the comprehensive utilization level of resources, further improve the olefin yield, reduce energy consumption, water consumption and pollutant discharge, implement the coal-to olefin upgrading project, and promote the large-scale, high-end and refined development of the industry.

(4) Planning and layout of modern coal chemical industry demonstration zones

Overall planning of regional resource supply, environmental capacity, industrial base and other factors, combined with the national main function zone planning and the development of large coal bases, in accordance with the requirements of ecological priority, orderly development, standardized development and total volume control, relying on the existing industrial base, adopting industrial park, large-scale installation and product diversification, focusing on the supplement of petrochemical product capacity. Four modern coal chemical industry demonstration zones in Ordos, Inner Mongolia, Yulin, Shaanxi, Ningdong, Ningxia and Jundong, Xinjiang will be planned and distributed to promote the development of industrial clusters and gradually form world-class modern coal chemical industry demonstration zones. Each demonstration area during the "13th Five-Year" period of the total amount of new coal conversion must be controlled within 20 million tons (does not contain coal to oil, coal to gas and other coal to fuel), under the premise of total control, prepare a good master plan, carry out planning environmental impact assessment, do a good job of planning water resources demonstration, implement water resources conditions, determine the best project owners, and promote project construction in an orderly manner. According to the development situation of the demonstration zone, the dynamic adjustment mechanism of the demonstration zone should be established.

(5) Organizing and implementing the transformation project of resource cities

We will thoroughly implement the strategy of revitalizing old industrial bases in Northeast China, developing the western region, and rising the central region, make full use of conditions such as coal development, technical talent, and market demand in resource-based cities, carry out clean and efficient transformation of coal, strive to extend the industrial chain, accelerate the transformation and upgrading of resource-based cities, and promote regional economic development.

In the case of resource and environmental conditions, Northeast China takes "coal head and tail" as the starting point to promote Heilongjiang, Jilin and Inner Mongolia to make use of coal resources and basic advantages of chemical industry, form a joint force and collaborative development, and build Shuangyashan coal to olefin projects of Heilongjiang Longtai Company. In the western region, using the combination of coal and water resources in Yunnan-Guizhou area, the project of Sinopec Bijie coal to olefin was built. In the central region, relying on the factor resource advantages of the transformation and upgrading of modern coal chemical industry in Shanxi and Henan, owners were selected in Shuozhou and Hebi respectively to implement a coal-to-olefin upgrading demonstration project.

6. Steadily promoting international industrial cooperation

Combined with the implementation of the "Belt and Road" initiative, give full play to China's advantages in coal chemical technology, equipment, engineering and personnel, deepen practical cooperation with coal resource countries along the route, actively make use of overseas coal resources and environmental capacity and other favorable conditions, adopt overseas coal mining and transformation integration, domestic and overseas upstream and downstream integration, overseas major engineering technology and equipment general contracting, etc. Accelerate the pace of industrial "going out", steadily promote the global layout of the industry, and strive to build a controlled industrial chain and value chain of coal chemical industry, to alleviate the pressure on domestic resources and environment.

7. Vigorously improving the capacity of complete sets of technical equipment

Relying on the technology and equipment research and development foundation of backbone enterprises and research institutes, improve the four-part innovation system of "basic scientific research, research and development platform, equipment manufacturing and demonstration project", and promote the independent innovation of complete sets of technology and equipment of coal chemical industry in combination with the construction of demonstration projects and industrial demonstration zones.

In the field of coal classification and utilization, the focus is on breakthrough technology and equipment for pressurization, continuous pyrolysis and efficient separation of oil, gas and dust; In the field of coal gasification, the key breakthrough has been 8.7 mpa large-scale coal water slurry gasification, 4.0 mpa fixed bed pressurized gasification and slag gasification, large-scale dry coal gasification, large-scale air separation device and rare gas extraction, dry dust removal, gasifier waste pot and other technical equipment; In the field of purification synthesis, the focus is on the breakthrough of large-scale low-temperature methanol washing, large-scale syngas compressor, explosion-proof motor, large-scale low-pressure methanol synthesis and other technical equipment; In the field of energy utilization and wastewater treatment, we will focus on technological equipment such as synthetic gas turbines, efficient utilization of synthetic reaction heat, effective utilization of low energy, intelligent air coolers, closed cycle cooling systems, salt wastewater treatment, comprehensive utilization of crystalline salt, and wastewater pulping.

8. Exploring ways to reduce carbon dioxide emissions

Strengthen the overall coordination of industrial development and carbon dioxide emission reduction potential, vigorously promote the integration of coal gasification and electric heating technology, and try to increase the proportion of carbon dioxide capture in modern coal chemical projects and reduce the capture cost. Conscientiously summarize the application experience of carbon dioxide in the field of resource development, and carry out in-depth demonstration of carbon dioxide oil and gas displacement. Taking advantage of the abundant desertification land resources, long light time and high intensity in Inner Mongolia, Shaanxi, Ningxia and Xinjiang, combined with the construction of industrial demonstration zones, we will explore the application demonstration and comprehensive utilization of carbon dioxide microalgae transformation, fermentation and production of succinic acid.
