In addition, for the first time at the national level, the Opinions clearly require that the headquarters of central enterprises involved in mining and large and medium-sized enterprises involved in mining should be equipped with safety directors. "To promote mining enterprises to implement the main responsibility of safety production, we need to seize the 'key minority' such as the main responsible person of mining enterprises." Promoting the construction of safety supervision and standardization of non-coal mines is one of the key work points of mine safety production. In recent years, the State Administration of Mine Safety has strengthened the graded supervision of non-coal mine safety risks, revised the Manual of Non-Coal Mine Safety Supervision and Law Enforcement, and continuously improved the accuracy and effectiveness of supervision and law enforcement.

"We will focus on monitoring tailings ponds, underground mines and open-pit mines with high and steep slopes that are highly dangerous and prone to accidents, and speed up the construction of a safety risk monitoring and early warning system for non-coal mines." Xue Jianguang, director of the Policy, regulations and science and technology equipment Department of the National Mine Safety Administration, said that at present, all tailings ponds and all "overhead repositories" in the country have built online monitoring systems, and most of them have been connected to the national platform, and metal non-metal open-pit mines with slope status above 200 meters have built slope online monitoring systems.
