State Administration of Mine Safety to carry out national mine safety publicity education

I. General requirements

 Conscientiously investigate and control major safety risks and hidden dangers, and resolutely prevent and curb the occurrence of major accidents in mines.

Ii. Activity arrangement

Mine safety promotion and education activities are led by the provincial mine safety supervision departments, and the provincial bureau of the National Mine Safety Supervision Bureau to cooperate with the implementation of the propaganda object is mainly the main person in charge of the mining enterprise, the actual controller, the mine director, the chief engineer and other "key people" (hereinafter referred to as "key people") and safety management personnel. The campaign will run from late October 2021 to the end of December 2021.

Iii. Preach the main content

 Clarify the dialectical relationship between the "two major events" and the "two fundamental" goals and requirements, clarify the safety bottom line that must be adhered to, promote mining enterprises to further improve their political position, adhere to the people-centered stance, firmly establish the red line consciousness that development must not be at the expense of safety, correctly handle the relationship between "safety and production" and "safety and efficiency", and take effective measures. We will resolutely guard against major accidents.

2. Introducing policies and regulations. Organize relevant personnel to carry out propaganda and education on safety production policies and regulations in mines.

 Strengthen the awareness of mining enterprises to run and manage mines according to law.

2. Deeply publicize the goals, requirements, tasks and measures of the three-year special rectification of production safety, and promote mining enterprises to base themselves on the "two fundamentals" and effectively solve the root causes and systemic problems existing in production safety.

3. Implementing Responsibilities. Organize relevant personnel to carry out propaganda and education on the implementation of the main responsibilities of production safety.

1. Highlight the responsibilities and professional quality requirements of "key people", and focus on explaining "two regulations and two standards". Combined with accident warning education, interpret the "Coal mine safety Regulations", "metal and non-metal mine safety regulations", "Coal mine major accident hidden danger judgment standards", "metal and non-metal mine major production safety accident hidden danger judgment standards (trial)" and related professional rules, clarify the bottom line of safety management and the "high voltage line", so that safety regulations into the brain into the heart.

2. Explain the standardization of mine safety production, the construction of dual prevention mechanism of risk classification control and hidden danger investigation and management, the responsibility system of safety production, the responsibility of the main person in charge and the technical person in charge, the responsibility of the superior company, and the requirements of technical management and business security, especially the risk of "three super" and the harm of "three violations".

3. Explain the safety management requirements of mine integration technical transformation, contract trustement, resumption of work and production, labor and employment, and strengthen the safety management and responsibility implementation of key nodes in special periods of mines.

4. Disaster control. Relevant experts will be organized to conduct propaganda and training on disaster management in light of the characteristics of disasters in the region.

Focus on the prevention and control of major disasters in mines; focus on the prevention and control of major disasters such as gas, water, fire and rock burst in coal mines; focus on the prevention and control of major risks such as water, fire, slope, tailings drainage and dam collapse in non-coal mines; guide enterprises to establish the concept of advanced, regional and comprehensive management of major disasters; Actively promote the advanced technology and mature management experience of major disaster prevention and control in mines.

2. Carefully analyze the characteristics of mining production safety accidents in the region in recent years and the investigation and treatment of major accident hidden dangers, analyze typical accidents and major accident hidden dangers and causes, and promote the prevention and control of major mining disasters and the implementation of the main responsibility of enterprises with accident lessons and hidden dangers investigation cases.

3. Explain the new achievements of mine mechanization and intelligent construction, and promote the safe and high-quality development of mining industry.

4. Relevant requirements

1. Strengthen organizational leadership. The provincial mine safety supervision departments should fully understand the importance of mine safety promotion and education activities, and the "first leader" should personally grasp and take the lead in speaking, and make clear that a person in charge is specifically responsible for promoting the promotion and education activities to go deep and solid. It is necessary to form a special work group, formulate a work plan, clarify the division of responsibilities and propaganda personnel of the mine safety supervision and supervision departments, and carefully organize and act quickly. If the provincial coal mine and non-coal mine safety supervision responsibilities are not in the same department, the work plan for coal mine and non-coal mine shall be formulated separately according to the responsibilities and organized for implementation. The State Administration of Mine Safety Supervision will combine the special supervision and guidance of mine safety training to solidly carry out propaganda and education activities in all regions.

(2) Focus on the effect of activities. Each provincial mine safety supervision department shall, in combination with the actual and outstanding problems existing in the mine safety production work in the region, carefully plan and write the outline of propaganda and education, carefully arrange the training content, concentrate on propaganda and education training time in principle of not less than 3 days, and achieve full coverage of "key people". At the end of the training, we should organize the final exam and write the learning experience. On the basis of centralized preaching, we should innovate the forms of preaching education, and enhance the rigor and vividness of the preaching education activities by watching special videos and typical accident warning education films, carrying out on-site observation, organizing large discussions, and typical characters appearing. It is necessary to inform and criticize the "key people" who do not actively participate in the propaganda education, fail to pass the graduation examination, and do not seriously write their experiences, and suggest adjusting their jobs if the circumstances are serious. It is necessary to focus on the "key people" of mining enterprises with more accidents and major hidden dangers in recent years, and organize and carry out "small-scale" training when necessary to ensure that the safety awareness and safety management ability of "key people" of mining enterprises are effectively improved.

(3) Exchange experience and submit information. The provincial mine safety supervision departments should strengthen publicity and reporting, make full use of the government portal website, "two micro one end" and other platforms to release activity information in a timely manner, and publish the experience of the "key people" of mining enterprises. To make propaganda education course videos, and select 3 to 5 experience articles, submitted to the National Mine Safety Administration to participate in the selection of excellent courses and articles. The provincial mine safety supervision departments are requested to report the work plan, responsible person and contact person respectively before October 30, 2021, and the summary of the mine safety education activities in the region before December 30, 2021 to the National Bureau of Mine Safety Supervision.
