However, the complex and volatile international situation, sharp fluctuations in oil prices, the gradual escalation of Sino-US trade frictions, and the continuous depreciation of the RMB have increased the operational risks of the industry.

In the first three quarters of 2018, the chemical fiber industry as a whole performed well, its economic benefits improved year-on-year, and its operation quality and efficiency were good. The operation of each sub-industry is differentiated, showing a situation of ice and fire, polyester and nylon industries are generally performing well, viscose fiber, acrylic fiber and spandex industries are more difficult to run. However, since October, the downward pressure on the industry has increased, and after excessive inflation, there has been a slump, but the industry fundamentals have not changed significantly, and the market has stabilized at the end of November.

From January to October 2018, the chemical fiber industry completed 41.31 million tons of output, an increase of 8.32%. The main business revenue was 661 billion yuan, up 14.18% year on year; The total profit was 31.6 billion yuan, up 18.9% year-on-year; The profit margin of the main business reached 4.78%, an increase of 0.19 percentage points year-on-year.

"Market conditions are relative at many stages, and we should look at specific situations and long-term patterns." Duan Xiaoping, vice president of the China Textile Industry Federation and president of the China Chemical Fiber Industry Association, said that the development of science and technology is a long-term process, and for market demand, short-term interval fluctuations cannot fully represent the development trend of a field. The concept of "fiber new horizon" has been opened, and what is needed is a more scientific and professional judgment to adapt to market changes.

Three-dimensional construction: New pattern of science and technology revitalization industry

In 2018, the China Chemical Fiber Industry Association launched a multi-dimensional scientific and technological promotion and innovation and promotion of fiber concepts, triggering multi-point scientific and technological innovation forces, and committing to revitalizing the fiber industry and opening up a new development pattern.

We will build innovation platforms to promote research and development of generic technologies. Strengthen information communication to promote the deep integration of chemical fiber military and civilian. The China Chemical Fiber Industry Association released for the first time the Recommended Catalog of New Fiber Materials and Products for the In-depth Development of Civil-Military Integration (2018), which provides an important reference for the connection, information exchange, and project promotion of the civil-military integration industry. The key laboratory of civil-military integration jointly built by the Beijing Institute of Fashion Technology has formed a construction plan to further promote the development of civil-military integration.

The "Chemical Fiber Series Open Teaching Materials" was released to strengthen the construction of scientific and technological talents. According to the development and technological progress of the industry, in order to solve the problem of lack of practical teaching materials, relying on universities and backbone enterprises, China Chemical Fiber Industry Association gathered professional teachers to complete the compilation of three books, "High Performance Fiber and Application", "Bio-based Fiber and Application", "Recycling Chemical Fiber and Application", in order to promote the technical progress of chemical fiber industry. Accelerate transformation and upgrading, implement innovative development and improve the quality of talent training to provide intellectual support.

Hold academician forum and chemical fiber technology conference to publicize chemical fiber technology information.  Promote the green development of the chemical fiber industry represented by the recycling and reuse of waste textiles, and promote the implementation of the national green manufacturing strategic goals.

More power: green manufacturing has made new progress

As the world's largest producer and consumer of chemical fiber, the green development of China's chemical fiber is related to the national economy and people's livelihood. In this context, the work related to the green fiber logo has become a key link to promote the green process of China's chemical fiber industry and even China's textile industry, reflecting a kind of responsibility as a major chemical fiber producer. In order to promote sustainable development, this year, the cellulose fiber industry set up a green development alliance, and the work of "green fiber" is also steadily advancing.

The work related to the green fiber label aims to advocate the green design, green materials and green manufacturing of products, promote environmental protection and public health, and then achieve the dual goals of enterprise development and social responsibility. From 2015 to now, 21 enterprises have joined the green fiber logo related work, these enterprises attach great importance to the green fiber logo related work, as one of the important directions of industrial transformation and upgrading, in team building, production and technology equipped with a strong force, committed to achieve the green and sustainable fiber life cycle. It has laid a solid foundation for the green development of enterprises and industries.

Duan Xiaoping pointed out that in terms of green development, the next step of the chemical fiber industry needs to work from the following aspects: Focus on improving the green and improve the level of green manufacturing service platform of the chemical fiber industry. Increase the promotion and publicity of green fiber logo certification, formulate a three-year action plan for green fiber certification, increase the proportion of green fiber certification enterprises in the chemical fiber industry, and drive the green development of the chemical fiber industry and even the entire textile industry chain. Implement the three-year action plan for the cellulose fiber industry, and steadily promote the work of the Green Alliance for recycled cellulose fiber. Continue to strengthen the support and guidance of the Green Yu Fund for new green manufacturing technologies and processes, establish the basic database of the whole life cycle of chemical fiber products, and provide the overall solution of chemical fiber green manufacturing.

Actively participate in the green manufacturing special work of the Ministry of Industry and Information Technology, and increase the number of green products, green factories and green industrial chain in the chemical fiber industry. Focus on cultivating the green design ability of chemical fiber products, strengthen the application of key technologies of chemical fiber green design, improve the green development awareness and green design ability of enterprises, and promote the combination of green design with product innovation and development and technical process improvement. Comprehensively improve the green level of production process, adopt energy-saving equipment, develop energy saving and green energy utilization technology, and improve energy utilization efficiency; Adopt the green process equipment technology with less pollution and no pollution, actively develop antimony-free catalyst polyester fiber, reduce and eliminate the production and discharge of waste and dirt, and carry out the comprehensive treatment of the discharged pollutants. The fifth is to build a standard system for chemical fiber energy saving and green manufacturing, improve energy saving, water saving and other indicators, accelerate the revision of energy consumption, water consumption, carbon emissions, clean production and other standards, and improve the standardization level of green development of chemical fiber industry.

Industry risks can not be ignored, and high-quality development needs are more urgent

Duan Xiaoping analysis, in 2019, the world economy will still be on the recovery track, but the negative impact of risk factors such as the contraction of liquidity caused by the US dollar interest rate hike and the intensification of US trade protectionism on global economic growth will gradually appear, and the global economic growth rate and China's economic growth rate are expected to decline. The Central Economic Work Conference held last year outlined the direction of economic work in 2019 with "five adherence" and "six stability". The risk factors faced by the chemical fiber industry can not be ignored, as the industry demand growth has slowed down, the industry to promote high-quality development of the internal demand is more urgent, we must focus on improving production efficiency and anti-risk ability, in order to continue to maintain a stable development trend.
