First, a series of key projects will be implemented in the five fields of new fiber materials, intelligent manufacturing, fashion construction, green manufacturing, and high-end industrial textiles, and the key tasks of implementing transformation and upgrading high-quality development during the "14th Five-Year Plan" period will be implemented.

(1) Continuous innovation and upgrading of new fiber materials

In the field of fiber new materials, with the goal of serving high-quality development and ensuring the safety of the industrial chain, relying on advantageous enterprises, giving full play to the role of professional colleges and research institutions, accelerating the breakthrough and mastery of a number of key core technologies, leading the research and development and innovation of differentiated and multi-functional fiber materials, and entering the first echelon of high-performance fiber research and development and production in the world. Lead the industrialization process of bio-based chemical fiber.

(2) Intelligent manufacturing leads high-quality development

With the goal of greatly improving production efficiency and the refined, flexible and intelligent level of production methods, based on information technologies such as 5G, artificial intelligence and digital twins, focusing on the research and development of complete sets of textile equipment, accelerate the development of intelligent manufacturing system integrators in the textile field, and promote collaborative innovation in equipment, software and information technology. The key project of intelligent manufacturing in the textile industry will be implemented on the basis of digitalization and information interconnection of textile equipment.

(3) New impetus for the development of fashion construction

Accelerate the construction of a fashion ecology of the textile industry with Chinese characteristics, world influence and times characteristics, vigorously promote industrial rejuvenation and fashion innovation based on cultural value, aesthetic value, technical value and commercial value, empower innovation with science and technology, highlight personality with inclusiveness, shape value with humanity, and enhance the influence of Chinese fashion.

(4) Green manufacturing promotes low-carbon and circular development

The textile industry adheres to the strategy of sustainable development, implements the orientation of environmental responsibility, focuses on green transformation, and takes the construction of standards and systems as the guarantee, accelerates the construction of a green and low-carbon circular development system, promotes the efficient, clean and coordinated development of the industrial chain, provides more high-quality green textile products for domestic and foreign consumer markets, and guides green consumption. The level of green, low-carbon and circular development of the industry has been continuously improved.

(5) Industrial textiles focus on high-end development

Strengthen scientific and technological innovation, accelerate industrial upgrading, improve the application of new fiber materials and the level of intelligent manufacturing, significantly increase the proportion of differentiated and high-end industrial textiles, docking with the major national development strategy, and meet the demand for advanced textile materials for new materials, new energy, medical health, safety protection, environmental protection and national defense.

Fifth, the "14th Five-Year Plan" development safeguards

1. Building a sound industrial ecosystem

1. Improve the business environment. We will give full play to the policy coordination role of industry associations, further promote the introduction of tax and financial support measures, and encourage enterprises to increase investment in scientific and technological research and development, technological transformation, and creative design. We will continue to optimize the cotton import management system and promote market-oriented reform of the cotton management system. Give full play to the industry research and feedback function, timely feedback to the relevant government departments of textile enterprises in financing, exchange rate, environmental protection, Xinjiang cotton, overseas investment and other aspects of the new situation and new problems, put forward policy suggestions.

2. Create an atmosphere that encourages innovation. Summarize and promote the innovation and development experience of key enterprises, publicize the entrepreneurial and innovative spirit of outstanding entrepreneurs, and vigorously advocate the value orientation of independent innovation. Make good use of industry resources and platforms to promote enterprise managers to broaden their vision of innovation and improve innovation literacy. We will guide industries and enterprises to balance innovation incentives with fault-tolerant, trial-and-error, knowledge sharing and property rights protection, and form a development mechanism that encourages innovation and protects innovation.

3. Promote the construction of social responsibility and industry self-discipline. Continue to promote the corporate social responsibility system, create a standardized and harmonious, fair and trustworthy, green development of the industrial environment, and build a good social responsibility image into the intangible assets of enterprises. Orderly implementation of industrial self-regulation in capacity investment and construction, intellectual property protection, anti-unfair competition and other aspects, research and establishment of industry-specific credit information record, inquiry and evaluation system, to build a fair and orderly industrial environment.

4. Enhance the social image of the textile industry. Actively summarize and widely publicize the achievements and contributions of the textile industry in the new era in scientific and technological innovation, international development, enriching people and benefiting farmers, rural revitalization, and stabilizing border areas, update the public opinion's cognition of the development orientation and public image of the textile industry, and improve the comprehensive development environment of enterprises.

2. Strengthening resources for development

1. Strengthen the construction of human resources. Promote the construction and interdisciplinary integration of textile related disciplines in colleges and universities, optimize the curriculum setting and practical training of higher vocational education, secondary vocational education and continuing education, enhance education and teaching ability, and strengthen the output of compound, innovative and practical talents. Improve the collaborative training mechanism for talents, and promote the transformation of enterprise technology centers, major scientific research and engineering projects into educational resources; Schools and enterprises are encouraged to build teaching and research practice bases, jointly carry out joint training, new apprenticeship and other talent projects, and share full-time and part-time teacher resources. Guide enterprises to improve the management system of talent introduction, training and reward, focus on improving the incentive measures for the income distribution of scientific research, design and technical talents, achieve flexible intelligence introduction in various ways, establish on-the-job learning channels, and create enterprise talent echelons with independent development.

2. Promote the integrated development of industry and capital market. Deepen the cultivation and promotion of listed financing of textile enterprises, and give full play to the resource coordination role of industry organizations on the securities regulatory department. Strengthen continuous services, promote listed companies to become stronger and bigger, support enterprises to carry out mergers and acquisitions of high-quality resources at home and abroad, and enhance the market value of enterprises. Guide all kinds of merger and acquisition funds and private equity funds to participate in the stock reform and merger and acquisition of textile enterprises, and improve the capital operation ability.

3. Improve the financing environment for smes. Encourage industrial clusters to coordinate government, enterprise and financial resources to build an effective financing platform for small and medium-sized enterprises. Steadily guide the establishment of industrial and regional textile industry venture capital funds to support the innovative development of small and medium-sized enterprises. Deepen the communication and docking with financial institutions, update the inherent cognition of financial institutions for the textile industry, and study and establish the project database and expert resource database for the textile industry's industry-finance docking.

3. Improving comprehensive services and management

1. Strengthen capacity building in public services. Consolidate basic service capabilities, improve the industry's basic data and information collection and analysis platform, establish an index system that meets the needs of high-quality development, and orderly realize the open sharing of information under compliance conditions. Optimize the inspection and testing, professional exhibition, fashion release, social responsibility and other service functions, to create an internationally influential industry exhibition, fashion release and international exchange platform. We will build an authoritative service platform for industry-finance cooperation, regional distribution, and outbound investment, strengthen its publicity and voice function, help enterprises upgrade and develop, and play an active role in the modern social governance system.

2. Deeply involved in global industrial governance. Actively participate in international organizations related to the development of the textile industry, take the initiative to build industrial cooperation platforms such as trade, technology, investment, and social responsibility, and widely establish a normal exchange mechanism with the industry of various countries, and take the initiative to pass on the development concept of sharing and win-win in international cooperation. Research and establish a global output statistics system for textile fibers, key intermediate products and special equipment, and carry out research and reports on hot issues to enhance international influence.

3. Strengthen the leading role of governments in key industrial regions. Encourage the government departments of key textile industry clusters to strengthen the guidance and leadership role in industrial development, set up special work classes or set up professional institutions, strengthen planning guidance and comprehensive management, promote the implementation of key construction projects such as technological innovation, capacity upgrading, industrial transfer, and public service platforms, and promote the high-quality development of textile enterprises with fiscal and local tax policy incentives. Encourage local governments to strengthen the work guidance of local textile and garment industry associations and chambers of commerce, give policy support, and play a good role of industry organizations as a bridge between the government and service enterprises.

The textile industry is a highly market-oriented industry, and the development goals, key tasks and projects proposed in this outline mainly rely on the independent implementation of market entities. It is necessary to give full play to the guiding role of the outline for the high-quality development of the textile industry in the 14th Five-Year Plan, make full use of various news media and industry activity platforms to carry out propaganda and interpretation work, stimulate the initiative and creativity of textile production and service enterprises, scientific research institutions, educational institutions, and industry associations and chambers of commerce at all levels, and promote the implementation of the Outline tasks and the achievement of goals. China Textile Association is responsible for formulating the work plan for the evaluation of the outline, carrying out special research on key enterprises and industrial clusters in stages, evaluating the rationality of the objectives and tasks of the outline against the development of the industry, and revising and improving them in a timely manner. Combined with the research and evaluation results, timely feedback to the relevant government departments of the industry development dynamic results, trends and contradictions, and put forward relevant policies and measures.
