Rural public infrastructure construction is the key to rural revitalization

If the nation is to be revived, the countryside will be revitalized

The Opinions of the Central Committee of the Communist Party of China and The State Council on Comprehensively Promoting Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas clearly point out that the most arduous and onerous task of comprehensively building a modern socialist country and realizing the great rejuvenation of the Chinese nation is still in the countryside, and the broadest and deepest foundation is still in the countryside. The Party Central Committee attaches great importance to the issues of "agriculture, rural areas", takes "agriculture, rural areas" as the top priority in the work of the Party and the state, and has issued the "No. 1 document" on "agriculture, rural areas" for 18 consecutive years since the 21st century. At a critical moment when the world is undergoing major changes unseen in a century and China has entered a new stage of development, the CPC Central Committee once again issued a mobilization order for "rural revitalization" in the form of the "No. 1 Document", which shows the importance of rural revitalization in comprehensively building a modern socialist country and realizing the great rejuvenation of the Chinese nation. It can be said that if the nation wants to revive, the countryside will be revitalized. Without the revitalization of the countryside, it is difficult to rejuvenate the nation.

First, the foundation for strengthening food security as the foundation of national security lies in rural areas. The people depend on food, the country is unstable without food, and the people are restless without food. Grain is the lifeblood of the national economy, although China's grain production for many years to maintain more than 1.3 trillion catty, the main grain basically achieved self-sufficiency, per capita grain has exceeded 470 kg, but the foundation of food production is still very weak, arable land quality is low, still need a large number of imports of soybeans, corn and so on. China, with a population of more than 1.4 billion, only by firmly holding the red line of cultivated land and keeping the rice bowl firmly in its own hands can it effectively guard against all kinds of risks and challenges in the midst of profound changes unseen in the world in a century, and lay a solid foundation for ensuring overall national stability.

Second, the difficult task of consolidating the achievements of poverty alleviation lies in rural areas. Although China has won the battle against poverty and eliminated absolute poverty and regional overall poverty in rural areas under the current standards, most of the areas lifted out of poverty are old, small, border and poor areas, constrained by various factors such as environment, resources, transportation and climate, and the foundation is not solid, and the risk of returning to poverty due to diseases, disasters and other reasons is high. The effective connection with rural revitalization is of great significance.

Third, the unimpeded urban and rural economic cycle and the building of a new development pattern lie in the countryside. The principal contradiction facing Chinese society has evolved into that between unbalanced and inadequate development and the people's ever-growing needs for a better life. The weak links and weaknesses of unbalanced and inadequate development mainly lie in rural areas. Only by accelerating agricultural and rural modernization, continuously improving the living standards of over 500 million rural residents, and unleashing rural consumption and investment potential, can we promote urban and rural economic cycle. We will strengthen the great domestic circulation and realize the double domestic and international circulation to provide an inexhaustible source of driving force for China's sustainable economic development.

Fourth, the weak link in achieving the great goal of fully building a modern socialist country lies in the countryside. Building a modern socialist country in an all-round way is a great undertaking that has never been done before. It is a systematic project in which all fields are committed to realizing modernization, and it must be supported by strong modern agriculture. However, due to the geographical dispersion of agriculture and rural areas, the smallholder nature of agricultural production and the difference of farmers' overall quality, China's agriculture and rural areas are still in the stage of transformation and upgrading from traditional to modern, the development quality is not high, and the competitiveness is not strong. Compared with developed countries, the proportion of rural population in China is generally high, the urban-rural dual structure is still prominent, and rural infrastructure, public services, social governance and other aspects have not kept up with the pace of modernization. Therefore, the countryside is still the short board and restriction of fully building a modern socialist country.
