Work plan for steady growth of petrochemical and chemical industries

The petrochemical and chemical industry is the basic and pillar industry of the national economy, with a large economic aggregate and high industrial correlation, which is related to stable industrial growth and stable economic operation. In order to implement the decisions and deployment of the Central Economic Work Conference, promote The State Council to fully grasp the comprehensive implementation of the package of policies and follow-up measures to stabilize the economy, promote the smooth operation of the industry and accelerate high-quality development, this plan is formulated, and the implementation period is 2023-2024.

I. General requirements

(1) Guiding ideology

 Pay close attention to the implementation of the goals and tasks of the Guiding Opinions on Promoting the High-quality Development of the Petrochemical and Chemical Industry in the "14th Five-Year Plan", promote investment, expand consumption, expand foreign trade, stabilize production, strengthen enterprises, and improve the environment, achieve effective improvement in quality and reasonable growth in quantity, promote the smooth operation of the petrochemical and chemical industry, and consolidate the foundation for high-quality development of the industry.

(2) Basic principles

Adhere to the combination of smooth operation and transformation and development. Based on the current situation and with a long-term perspective, we will work hard to transform and upgrade traditional industries, foster and grow emerging industries, increase efficiency and improve the quality of producer services, strengthen production safety, guard against periodic risks and resolve structural problems, and strengthen the sustainability of development.

We will continue to improve the quality of supply and upgrade demand. Aiming at the direction of scientific and technological revolution, industrial transformation and consumption upgrading, the implementation of reinforcing the shortcomings of the board, forging the long board, strengthening the foundation, enhancing the guarantee capacity of special chemicals and new chemical materials, improving the supply quality of high-end products and services, improving the adaptation of the supply system to demand, and expanding the application field and domestic and foreign markets.

Adhere to the combination of market leadership and government guidance. We will give full play to the decisive role of the market in resource allocation, better play the role of the government, focus on key areas and key links, take targeted policies, stabilize expectations and boost confidence, and stimulate market vitality and the internal driving force of investment and innovation for large, small and medium-sized enterprises.

Ii. Main objectives

From 2023 to 2024, the main goal of steady growth of the petrochemical and chemical industry is to maintain steady growth of the industry, and the average annual growth rate of industrial added value is about 5%. In 2024, the main business income of the petrochemical and chemical industry (excluding oil and gas extraction) will reach 15 trillion yuan, ethylene output will exceed 50 million tons, and fertilizer output (converted volume) will remain stable at about 55 million tons.

1. Expand effective investment and promote high-end, green and intelligent development

1. Promote the construction of major projects. Strengthen the scheduling of major engineering tasks related to the national "14th Five-Year Plan" outline, and promote the completion and operation of more than five major petrochemical projects under construction by the end of 2024; Accelerate the demonstration of major petrochemical projects, promote the start of A number of "oil reduction and increase" projects, accelerate the formation of physical workload, and the environmental protection of new projects should meet the requirements of the performance grade A index. Relying on the petrochemical industry base, we will vigorously promote the integrated development of the cross-strait petrochemical industry. Strengthen the planning and layout guidance of modern coal chemical industry projects, rely on modern coal chemical industry projects to carry out key materials, process technology and equipment research and application promotion, improve the level of energy conservation, emission reduction and carbon reduction, and enhance core competitiveness. All regions should base on the industrial base and comparative advantages, focus on the key industrial chain, build a rolling list of key projects (library), speed up the approval process of key projects, do a good job in coordinating elements, promote the construction of key projects in batches, and strive to early construction, early production, and early results.

We will implement energy efficiency and pollutant emission quota standards in key industries, target energy efficiency benchmarks and grade A-level environmental performance, and promote energy conservation, pollution reduction, and carbon reduction in oil refining, ethylene, paraxylene, methanol, synthetic ammonia, ammonium phosphate, calcium carbide, caustic soda, yellow phosphorus, soda ash, polyvinyl chloride, and refined terephthalic acid industries. Petrochemical and chemical enterprises are encouraged to implement comprehensive technical transformation of old equipment, high-risk process transformation and upgrading of facilities that cannot meet the stable standards of pollutants, so as to improve the operation efficiency of equipment and the level of high-end, green and safe. All localities should accelerate the elimination and withdrawal of backward production capacity such as 2 million tons/year and below atmospheric and vacuum devices that are not in line with national industrial policies. We will support demonstrations of the industrialization of non-food biomass production of bio-based materials and associated organic fertilizers. We will orderly promote the relocation and renovation of hazardous chemical production enterprises in densely populated urban areas, support the relocation and renovation of chemical enterprises along the Yangtze River Economic Belt, and encourage the integration of relocation and renovation with mergers and reorganizations and product upgrades. Dynamic update of the petrochemical and chemical industry to encourage the promotion and application of technology and product catalogs, build docking platforms, and cultivate comprehensive technological transformation service providers. Publish and implement guidelines for the construction of intelligent manufacturing standard systems in the petrochemical and chemical industries, formulate smart factory construction standards, select typical application scenarios, build smart manufacturing demonstration factories, cultivate industrial Internet platforms with characteristics in key industries, and promote the intelligent upgrading of the industry.
