The scale of the industry has maintained a reasonable range, the enterprise efficiency has steadily improved, the regional layout has been continuously optimized, the product quality has continued to improve, the international cooperation has continued to deepen, and a number of leading enterprises with strong global competitiveness have been cultivated. The breadth and depth of the integration of the new generation of information technology and the industry have been greatly improved, digital transformation has achieved obvious results, and the role of the industrial Internet as an emerging infrastructure has become more significant. The intensity of industry R&D investment has reached more than 1.6%, conventional fiber production has maintained the international leading level, and the output of high-performance fiber has increased by more than 10% annually. The green manufacturing system has been continuously improved, the annual output of bio-based chemical fibers and degradable synthetic fibers has increased by more than 20%, the comprehensive utilization level and scale of waste resources have been further developed, and key progress has been made in peaking carbon in the industry.
In order to achieve the above goals, the six key tasks of the development of chemical fiber industry include:
First, innovation-driven development. It is necessary to improve the innovation system, fully open up the whole chain of basic theoretical research, engineering technology research and development, and scientific and technological achievements transformation, promote the optimization and combination of innovation systems, and form a scientific and technological innovation system with enterprises as the main body, the market as the guide, and the deep integration of industry, university and research. It is necessary to improve innovation capacity, guide enterprises to increase investment in research and development, and encourage leading enterprises to build technological innovation consortia with institutions of higher learning, research institutes, and upstream and downstream enterprises. Strengthen the service capabilities of national and provincial advanced functional fiber innovation centers, promote the construction of platforms such as high-performance fiber and composite material innovation centers and chemical fiber technology innovation strategic alliances, and promote the integration and innovation of upstream and downstream of the industrial chain, large, small and medium-sized enterprises. It is necessary to strengthen personnel training, train industry academic, technical and business management leaders, expand the ranks of high-level engineers and highly skilled personnel, strengthen national and regional composite personnel training, and cultivate composite personnel with technical, economic and trade, management and other knowledge.
Second, we will modernize industrial chains and supply chains. It is necessary to build a solid safety foundation, improve the level of equipment, break through the key technologies of the industry, and ensure the supply pattern of raw materials. It is necessary to forge and develop long boards, improve the level of efficient and flexible preparation technology of conventional fibers, improve product quality, enrich product varieties, pay attention to brand building, adapt to personalized, differentiated and quality-oriented consumer demand, encourage leading enterprises to lay out integrated raw material supply bases in regions where conditions are available, and form a supply chain system that is highly coordinated with the textile and garment industry chain of neighboring countries and regions. Promote breakthroughs and large-scale development of key technologies for recycled chemical fibers. It is necessary to cultivate pilot enterprises, encourage the development of pilot enterprises with international competitive advantages and supply chain control ability, and cultivate the development of specialized and special "small giant" enterprises and individual champion enterprises, and form a new integrated development pattern in which large enterprises drive the development of small and medium-sized enterprises, and small and medium-sized enterprises inject vitality into large enterprises.
Third, promote the differentiation and high-end of new fiber materials. It is necessary to improve the functionality and added value of conventional fibers, achieve high-quality, low energy consumption, intelligent and green production of conventional fibers, develop differentiated and functional fiber products such as intelligent, super simulation and stock solution coloring, and further expand the application of functional fibers in clothing, home textiles, industry, environmental protection and other fields. Strengthen the quality control of the entire production process, promote the supply of high-quality products, and meet the upgrading and personalized needs of consumption. Continue to optimize the production and application of high-performance fibers, improve the production and application level of carbon fiber, aramid, ultra-high molecular weight polyethylene fiber, polyimide fiber, polyphenylene sulfide fiber, polytetrafluoroethylene fiber, continuous basalt fiber, and improve the quality consistency, batch stability, and application process of high-performance fibers. Further expand the application in aerospace, wind power generation, rail transit, safety protection, Marine engineering, high-speed transportation, environmental protection and other fields. It is necessary to support key technologies and equipment for biodegradable materials such as biodegradable high-performance aliphatic polyester fiber, do a good job in top-level design, and guide downstream applications. Overcome the technical bottleneck of biodegradable material key raw material preparation and efficient polymerization reaction, overcome the purity and stability of bio-based chemical fiber monomers and raw materials, high efficiency, low energy consumption complete sets of technology and equipment integration, achieve bio-based chemical fiber large-scale, low-cost production, promote the application and development of bio-based chemical fiber, and expand the application field.
