Chemical Park "14th Five-Year Plan" Planning Guide and 2035 Medium and Long-term Development Outlook

During the "13th Five-Year Plan" period, the development concept of the chemical park has been continuously innovated, the standardization system has gradually formed, the demonstration and leading role of the "Top 30 Chemical parks" has gradually emerged, positive progress has been made in green development, the pace of intelligent construction has accelerated, and the responsible care work has been deeply promoted, and the overall development level of the chemical park has reached a new level.

During the "14th Five-Year Plan" period, China's chemical parks will jump from standardized development to high-quality development, focusing on the chemical park industry to promote innovation, green construction, intelligent construction, standardized construction and high-quality development demonstration, organize the implementation of "five key projects", focus on cultivating a number of first-class competitive industrial bases and characteristic parks, five world-class industrial clusters have begun to take shape. To build "65 key petrochemical bases and professional chemical parks" and "5 50", that is, to build 50 science and innovation centers in the park, create 50 "green chemical parks", build 50 "smart chemical parks", formulate and promulgates 50 management and construction standards for chemical parks and cultivate 50 high-quality development demonstration projects.

By 2035, the layout of petroleum and chemical parks across the country will be scientific and reasonable, and all hazardous chemical production enterprises will enter standardized chemical parks or realize park-like management. All chemical parks have been built into smart chemical parks and green chemical parks, becoming a synergy and gathering highland for the petrochemical industry with "blue sky, clear water and green grass" and becoming an important support for the high-quality development of the petrochemical industry and a powerful petrochemical country.

Standardized development

Optimize the layout of chemical parks

Yang Ting, secretary-general of the Chemical Park Working Committee of China Petroleum and Chemical Industry Federation, said that during the "13th Five-Year Plan" period, a series of national industry policies have emphasized the important role of chemical parks in the optimization of the layout and high-quality development of China's petroleum and chemical industry. The Guiding Opinions on Structural Adjustment of Petrochemical Industry to Promote Transformation and Increase Efficiency (GuOCofa [2016] No. 57) emphasizes that all new refining and chemical projects enter petrochemical bases, and all new chemical projects enter chemical parks; In 2018, the newly revised Petrochemical Industry Planning and Layout Plan of The State Council also emphasized the promotion of efficient development of industrial agglomeration, and gradually formed a number of world-class petrochemical industry bases; In February 2020, the General Office of the CPC Central Committee and The General Office of the State Council jointly issued the Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals, with special emphasis on the formulation of construction standards, identification conditions and management methods for chemical parks, and the comprehensive assessment and certification of existing chemical parks. Therefore, the standardized construction and scientific management of the "14th Five-Year Plan" chemical industry Park will become the leading, which will be conducive to the development of the compliance park and the introduction of high-quality projects, and create a good external development environment.

Yang Songfeng, petrochemical Division of the Industry Department of the National Development and Reform Commission, said that the construction of the chemical park standard evaluation system can play a good guiding role in improving the construction standards of the chemical park, and also provide a basis for the supervision and evaluation work of the relevant departments. At present, some provinces and cities have carried out the identification of chemical parks, or introduced the identification and management measures for chemical parks. The standardization of chemical industry parks has been further strengthened.

The draft for comments proposes to establish a dynamic management mechanism for chemical parks. On the basis of promoting the provinces to complete the identification of centralized norms for chemical parks in their own provinces, the parks shall implement classified and graded dynamic management, scientifically formulate evaluation standards for chemical parks, cultivate a batch of pilots, optimize and upgrade a batch, and restructure and eliminate a batch.

The five major world-class industrial clusters in the "14th Five-Year Plan" are the Bohai Bay petrochemical industry cluster, Hangzhou Bay petrochemical industry cluster, the Pan-Greater Bay Area petrochemical industry cluster, the Haixi petrochemical industry cluster, and the Golden Triangle energy industry cluster.
