The development of leap presents four characteristics

The 14th Five-Year Plan period is the first five years for China to embark on a new journey to comprehensively build a modern socialist country and march toward the second centenary goal, and it is also a crucial period for China to accelerate its energy green and low-carbon transformation and implement the nationally determined Contribution to climate change.

The relevant person in charge of the National Energy Administration said that this is mainly reflected in two aspects: on the one hand, China should consolidate the foundation of energy transformation in less than 10 years, the development of renewable energy is bound to "stand first", further shift and speed up, and become the main body of energy consumption increase; On the other hand, renewable energy should not only achieve continuous technological progress, continuous cost reduction, continuous improvement of efficiency, continuous enhancement of competitiveness, comprehensive realization of subsidy-free parity and even low-price market-oriented development, but also speed up the solution of high proportion of consumption, key technology innovation, industrial chain and supply chain security, stability and reliability, and further improve quality and efficiency.
In the new stage of high-quality development, what new characteristics will China's renewable energy development present? "New energy should have a new look in the new stage." Li Chuangjun, director of the New Energy Department of the National Energy Administration, introduced that during the "14th Five-Year Plan" period, China's renewable energy has stood at a new historical starting point and will present new characteristics of large-scale, high proportion, marketization and high-quality development.
Specifically, the first is large-scale development, and further accelerate the increase of the proportion of installed power generation; Second, high-proportion development, from the incremental supplement of energy and electricity consumption to the incremental main body, the proportion of energy and electricity consumption increased rapidly; Third, market-oriented development, from subsidy-supported development to affordable and low-cost development, from policy-driven development to market-driven development; Fourth, high-quality development, both large-scale development, but also a high level of consumption, more to ensure the stable and reliable supply of electricity.

Renewable energy will be the main incremental
In order to achieve the high-quality development of renewable energy, the "Plan" anchors the target of peaking carbon and carbon neutrality, closely focusing on the requirement that the proportion of non-fossil energy consumption reaches about 20% in 2025, and specifies that the total renewable energy consumption reaches about 1 billion tons of standard coal in 2025. During the "14th Five-Year Plan" period, the increase in renewable energy consumption accounted for more than 50% of the increase in primary energy consumption.
"From the perspective of renewable energy, China's geothermal energy heating, biological liquid fuel, biological natural gas and other non-electric utilization by resource conditions, technology maturity, development and utilization of economic factors, the use of scale is relatively limited, 'fourteen five' renewable energy development and utilization will still be dominated by renewable energy electricity."
