At present, the new infrastructure mainly includes three aspects:
One is information infrastructure. It mainly refers to the infrastructure generated based on the evolution of a new generation of information technology, such as the communication network infrastructure represented by 5G, the Internet of Things, the industrial Internet, and the satellite Internet, the new technology infrastructure represented by artificial intelligence, cloud computing, and blockchain, and the computing power infrastructure represented by data centers and intelligent computing centers.
The second is the integration of infrastructure. It mainly refers to the deep application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and then the formation of integrated infrastructure, such as intelligent transportation infrastructure, smart energy infrastructure and so on.
Third, innovation infrastructure. It mainly refers to the infrastructure that supports scientific research, technological development, and product development with public welfare attributes, such as major scientific and technological infrastructure, science and education infrastructure, and industrial technological innovation infrastructure.
Of course, with the technological revolution and industrial change, the connotation and extension of new infrastructure are not static, and we will continue to track and study.
Since the 18th National Congress of the Communist Party of China, the construction of new infrastructure has achieved remarkable results, and its supporting role in high-quality development is being released at a faster pace.
In terms of information infrastructure, China has made leapfrog development and progress. High-speed optical fiber has covered all cities, towns and more than 99 percent of administrative villages across the country, and 4G network users have exceeded 1.2 billion.
From the perspective of integrated infrastructure, the role of promoting transformation and upgrading has become increasingly prominent, the path of smart city construction has become clearer, and information technology has actively enabled the fine management of cities.
From the perspective of innovation infrastructure, it has strongly supported scientific and technological research, and the National Development and Reform Commission has arranged the construction of 55 national major scientific and technological infrastructure, playing a leading role in scientific and technological innovation and economic development.
In the next step, the National Development and Reform Commission will cooperate with relevant departments to deepen research, strengthen overall planning, improve the system, and focus on four aspects of work.
First, strengthen the top-level design. We will study and issue guidelines on promoting the development of new infrastructure.
Second, we will improve the policy environment. With a focus on improving the long-term supply quality and efficiency of new infrastructure, we will revise and improve access rules conducive to the sustained and healthy development of emerging industries.
Third, we will do a good job in project construction. Accelerate the deployment of 5G networks, promote the optimization and upgrading of optical fiber broadband networks, and accelerate the construction of integrated big data centers across the country. Steadily promote the "digital +" and "intelligent +" upgrades of traditional infrastructure. At the same time, advance the deployment of innovation infrastructure.
Fourth, we need to make overall plans and coordination. Strengthen the coordination of departments, accelerate the maturity of the industry and the improvement of facilities through pilot demonstrations and compliance guidelines. We will promote coordination between government and enterprises, stimulate the enthusiasm of various entities for investment, and promote mutual progress in technological innovation, deployment, construction, and integrated application.
