The 14th Five-Year Plan for the development of the information and communication industry

Recently, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan" for the Development of the Information and Communication Industry (hereinafter referred to as the "Plan"). The "Plan" includes four major parts, 26 development priorities, and nearly 30,000 words, describing the development blueprint of the information and communication industry, and is a guiding document for accelerating the construction of a network power and digital China in the next five years, promoting the high-quality development of the information and communication industry, guiding the behavior of market players, and allocating government public resources.


Compared with the previous five-year plans, this "Plan" on the one hand further highlights the function and positioning of the information and communication industry: it is a strategic, basic and leading industry to build a new national digital infrastructure, provide network and information services, and fully support economic and social development. On the other hand, it further strengthens the relevant requirements of adhering to the new development concept and adhering to the system concept: First, the "Plan" comprehensively connects the national strategic conception and related planning system on the new development stage, new development concept and new development pattern, puts forward new ideas for high-quality development of the industry, and sets 20 quantitative development goals in 6 categories; Second, the "Plan" identified 26 development priorities and 21 key projects in five aspects, clearly proposed the key tasks of strengthening cross-regional and cross-industry coordination for the first time, and further clarified the focus and starting point of the implementation of the task by increasing the number of projects.


The "Plan" ADAPTS to the new situation of the expansion of the connotation and structural changes of the information and communication industry, firmly grasps the theme of high-quality development, and presents the following highlights:

First, the scope of the connotation of the "Plan" shows a trend of continuous expansion compared with the "13th Five-Year Plan". Infrastructure has expanded from traditional telecommunications network facilities with information transmission as the core to a new digital infrastructure system that integrates perception, transmission, storage, computing and processing, including a new generation of communication network infrastructure such as "double gigabit" networks, data and computing facilities such as data centers, and converged infrastructure such as the industrial Internet. Network and information services have also expanded from telecom services, Internet information services, Internet of Things services, satellite communication services, cloud computing and big data services for government, enterprise and public users to new forms of digital production and digital governance services such as industrial cloud services, smart medical care and intelligent transportation.


Second, the "planning" systematically summarizes the remarkable achievements made in the development of the industry, and also sorts out the shortcomings still existing at this stage. During the "13th Five-Year Plan" period, China's information and communication industry as a whole maintained a steady and rapid development trend, the industry's comprehensive strength to a higher level, network supply and service capabilities significantly enhanced, industry management and reform and opening up continued to deepen, and security security capabilities continued to improve, laying a good foundation for the development of the next five years. At the same time, in order to meet the new requirements of high-quality economic and social development in the new stage and meet the people's growing new needs for a better digital life, there are still some weaknesses and weaknesses in four aspects: regional layout of information infrastructure, integrated application of information and communication technology and industrial ecology, industry management capacity, cyber security and emergency support. This will also be an important direction for the information and communication industry to strengthen its weaknesses during the "14th Five-Year Plan" period.

Third, the "Plan" summarizes the new situation facing the industry "14th Five-Year Plan", and believes that the opportunities are still greater than the challenges. The information and communication industry is facing five "new" situations, namely, new mission, new momentum, new space, new requirements and new challenges, which is a comprehensive judgment based on the national macro environment, the industry's own positioning and the development trend of the industry. From the perspective of macro environment, China's development is still in an important period of strategic opportunities, at the same time, the international environment is becoming increasingly complex, instability and uncertainty are increasing significantly, the national development will enter a stage of high-quality development, will accelerate the construction of a "double cycle" new development pattern, industry development must be integrated into this strategic overall situation, assume the corresponding mission responsibilities. From the perspective of the industry itself, with the acceleration of the integration of information and communication technology and economy and society, the status and role of the information and communication industry in economic and social development is more prominent, and the new stage, new characteristics and new national strategy arrangements are more prominent. The ICT industry is required to undertake the historical mission of overcoming technical difficulties in related fields, cultivating and strengthening a new domestic consumer market, and promoting the close linkage of the global ICT sector, so as to become a new base for consolidating the digital society, and a new driving force for meeting the needs of the people for a better life and driving a new round of endogenous growth. In the process of accelerating the construction of new digital infrastructure and supporting the digital transformation of the whole society, the industry will open up new growth space, and at the same time, it will also face some new requirements and new challenges in the cross-domain collaborative supervision of emerging business forms and the improvement of network security guarantee capabilities.


Fourth, the "Plan" has established new ideas and basic principles for the high-quality development of the industry. High-quality development is not only the external requirements of the economic society entering a new stage of development, but also the internal requirements of the sustainable development of the industry itself. The Plan comprehensively implements the strategic conception of the Party and the state on the new development stage, new development concept and new development pattern, and puts forward the overall idea of "promoting high-quality development as the theme" in the "Guiding ideology" part, and further expounds it from the three levels of methodology, strategy and tactics. We need to properly handle the three important relationships between supply and demand, development and security, and the role of the government and the role of the market. The "Plan" proposes to grasp three strategic points and grasp five focus points. The three strategic points are both consistent and forward-looking. One is to firmly grasp the strategic basis of expanding domestic demand; the second is to complement and emphasize the construction of digital China on the basis of unswervingly promoting the construction of a strong manufacturing country and a strong network country; the third is to emphasize the need to accelerate the development of economic and social digitalization. The five focus points point to the construction of new digital infrastructure, new technology research and development and application promotion, the establishment and improvement of a new industry management system, the improvement of industry service quality and the enhancement of security assurance capabilities. The seven "basic principles" proposed in the "Plan" not only emphasize the need to unswervingly implement the five development concepts of innovation, coordination, green, open and sharing, but also stress the need to adhere to law-based governance and law-abiding operation, and adhere to the bottom line of Internet and information security development.

Fifth, the "Planning" systematically sorted out the quantitative objectives of the industry development, and the related indicators of "new infrastructure" accounted for a relatively high proportion of the 20 quantitative objectives. In the "development goals" part of the "Plan", the overall goal of "further expanding the overall scale of the industry, significantly improving the quality of development" and "becoming a strong pillar of building a manufacturing power, a network power, and a digital China" by 2025 is proposed. And specific from the "communication network infrastructure capacity, data and computing capacity, integration infrastructure capacity, digital application level, industry governance and user rights protection ability, network and data security protection ability, green development level" seven aspects of the target. The "Plan" also lists a total of 20 quantitative targets in 6 categories in a table form, which has many new changes compared with the "13th Five-Year Plan". First, the index system has been re-sorted, a total of six categories, such as overall scale, infrastructure, green energy conservation, application popularization, innovative development, and inclusive sharing, and the new category further emphasizes and echoes the basic principles of innovation-led, green environmental protection, and benefit-sharing, which is more in line with the characteristics and requirements of the current stage of development. Second, the selection of indicators has been inherited and updated, compared with the "13th Five-Year Plan" retained 5, adjusted 7, and added 8 indicators, of which the new indicators are mainly reflected in the deployment and application of new digital infrastructure such as 5G, gigabit optical network, and industrial Internet.

Sixth, the "Plan" aims at the development goals, focusing on the shortcomings of the problem, respectively from the new digital infrastructure, digital development, industry management, security and cross-regional and cross-industry coordination of five aspects, put forward 26 key directions for industry development and management during the "14th Five-Year Plan" period.


First, the construction of new digital infrastructure. According to the relevant statements of the National Development and Reform Commission, the new infrastructure mainly includes information infrastructure, integration infrastructure, and innovation infrastructure. Combined with the actual situation of the expansion of the scope of the information and communication industry in the new development stage, the "Plan" classifies the information infrastructure and the integrated infrastructure of digital form as a new digital infrastructure, which is the landing point of the "new infrastructure" layout during the "14th Five-Year Plan" of the industry. The plan puts forward five key tasks, including the full deployment of 5G, gigabit optical fiber network, IPv6, mobile Internet of Things, satellite communication network and other next-generation communication network infrastructure, overall planning and optimization of data center layout, building green, intelligent, interconnected and shared data and computing facilities, and actively developing integrated infrastructure such as industrial Internet and Internet of vehicles. We will accelerate the building and formation of a new digital infrastructure system driven by technological innovation, based on a new generation of communication networks, with data and computing facilities as the core, and with converged infrastructure as a breakthrough.

Second, digital development space expansion. The Plan proposes five key tasks from the perspective of demand and supply. First, from the perspective of expanding domestic demand and cultivating new types of information consumption, it is proposed to focus on the digital development needs of various industries and fields, increase the application of new technologies such as 5G, big data and artificial intelligence, and further expand new applications of digital production, life and social governance, including the integration, intelligent and unmanned upgrading of offline life services. Barrier-free transformation and popularization of information services, integration and innovation of Internet production services and industrial Internet, digital social governance, digital epidemic prevention and control, etc. Second, from the perspective of deepening supply-side structural reform and improving supply capacity, it is proposed that in order to give play to the advantages of massive data, efforts should be made in the construction of safe and trusted data space, the establishment of data circulation and trading rules, the cultivation of data factor markets, and the integration and innovation of industrial big data, so as to promote the flow of data factors and application innovation. At the same time, in order to give full play to the advantages of 5G and other information and communication technologies, we will focus on key technology research, terminal product research and development, and integrated application exploration, optimize the industrial development environment, strengthen collaborative innovation in the industrial chain, and improve the industrial ecology of digital service application.

Third, the construction of industry management system. Focusing on the three aspects of the main body of the management, the management of resources, and the management of behavior, the "Plan" proposed six key tasks to deepen the reform of "discharge management services" and build a new industry management system. In terms of management bodies, during the "13th Five-Year Plan" period, on the basis of the growth of the national telecom business license holders from 30,000 to more than 100,000, it is necessary to continue to promote the reform and opening up of the industry, further streamline administration and delegate power, optimize market licensing access, relieve the burden for enterprises, and create a better business environment. In terms of management resources, for basic resources such as telecommunications network code numbers, domain names, IP addresses, industrial Internet identifiers, etc., it is proposed to further improve the traceability ability to achieve scientific supervision, accurate supervision, and intelligent supervision. For the massive data that has become a key element of economic and social development, it is necessary to formulate and improve the system of data rights confirmation, opening, circulation and trading, strengthen cross-departmental data sharing, and promote the flow of data from "holders" to "users". In terms of management behavior, in order to disrupt the market competition order, infringe on the rights and interests of users and other illegal problems, it is proposed to comprehensively use administrative penalties, credit management and other means to strengthen market monitoring and inspection, increase law enforcement supervision, establish regulatory authority, and create a fair competition market order.


Fourth, security system and capacity building. Focusing on the "four principles" of national cybersecurity work and the main line of work to prevent and resolve major cybersecurity risks, the Plan proposes to focus on improving network infrastructure protection and network data security systems, continuously improving the security management level of new digital infrastructure, and creating a prosperous cybersecurity industry and a trusted network ecological environment. There are six key tasks, including comprehensively improving the emergency response of industrial cybersecurity and building a new pattern of national cybersecurity, to support the formation of a new pattern of national cybersecurity. The "Plan" raises the security guarantee of the industry's critical information infrastructure and new digital infrastructure to a new strategic height, and improves the security level of the industry's critical information infrastructure and new digital infrastructure by deepening network security protection and risk management, preventing and containing major network security incidents. For the first time, the "Plan" takes the innovative development of the cybersecurity industry as one of the important tasks, and further improves the control level of the core technologies of the cybersecurity industry by carrying out innovative demonstration applications and thriving cybersecurity industry ecological cultivation projects, providing solid support for cybersecurity guarantee and escorting the healthy development of the digital economy.

Fifth, cross-regional and cross-industry coordination. "Plan" from the implementation of the state proposed to coordinate the domestic and international two overall situation, in-depth implementation of regional major strategies, regional coordinated development strategy, put forward four key tasks. For the first time, it clearly proposed the key tasks to be undertaken by the industry in the cross-regional overall planning and coordination, strengthened the convergence and landing of the national key regional development strategy, rural revitalization strategy, and the "Belt and Road" Initiative, and specifically proposed specific tasks from three aspects of regional overall planning, urban and rural coordination, and international and domestic market layout. In addition, it also emphasized the concept of overall development and green development, proposed to strengthen the connection between information infrastructure planning and other plans, to deepen the construction and sharing of infrastructure across industries, and further clarified the direction and ideas for the integration and construction of infrastructure across industries and the improvement of resource utilization efficiency.


Sixth, in order to ensure the implementation of the plan and effectively guide the main body of the industry to carry out key work, the Plan also put forward 21 key projects, each key project has put forward specific construction content, and the key tasks are detailed to the operational level. In the construction of new digital infrastructure, nine key projects have been set up, including 5G network deployment, high-quality development of data centers, evolution of mobile communication core technologies, and industrial advancement. The part of expanding the digital development space has set up two key projects: communication big data application innovation, 5G application innovation and industrial ecological cultivation. Part of the construction of a new industry management system has set up five key projects, such as Internet "source", market supervision "power", emergency communication "energy". The part of comprehensively strengthening the network security guarantee system and capacity building has set up four key projects, namely 5G and industrial Internet security innovation, network security technology industrial ecological cultivation, and network security smart brain. Strengthening cross-regional and cross-industry coordination has set up a key project for a new round of universal telecommunications service.

Seventh, in order to ensure the efficient implementation of tasks and projects, the "Plan" puts forward specific safeguard measures from four aspects: legal construction, policy and financial support, talent team construction, and overall implementation.

1. Legal system construction. In view of the "Data Security Law", "Personal Information Protection Law", "Critical Information Infrastructure Security Protection Regulations" and other laws and regulations have been officially released in the recent past, the "Plan" proposed to strictly implement the good, and proposed to actively promote the industry has been looking forward to years of "Telecommunications Law" legislative work. In addition, the Plan proposes to strengthen publicity, education and training of the rule of law, systematically promote the work of law popularization, and improve the ability and level of law-based administration in the field of information and communication.

2. Policy and financial support. In response to the weak regulatory force, the "Plan" once again proposed to promote the establishment of a three-level management system of the information and communication industry ministry, province and city, and strive for the extension of industry management institutions to the city level. In response to the shortage of construction funds, it is proposed to give play to the role of state-level government investment funds, social capital industrial investment funds, and local special funds to increase support for the development of digital infrastructure such as 5G and industrial Internet. In view of the market failure of network coverage in remote areas, it is proposed to strengthen the fund guarantee and policy support. At the same time, a number of measures were proposed to deepen industry-finance cooperation and guide financial institutions to increase support for key areas and weak links in information and communication.

3. Talent team building. In response to the shortage of compound talents and professional talents, the Plan proposes to establish and improve the multi-level talent cooperation training model, and gather high-level talents at home and abroad by relying on various programs to attract talents and intelligence. In view of the problem of talent incentive, this paper puts forward measures such as promoting the national talent development project to support the construction of talent team in the information and communication industry, and establishing a diversified talent evaluation and incentive mechanism.

4. Overall implementation. In order to strengthen the implementation and achieve actual results, the "Plan" proposed to adhere to the basic principle of combining effective market and government, and proposed to strengthen the connection between local planning and enterprise planning and this plan, establish the communication and coordination mechanism of the ministry, the ministry and the enterprise, and carry out several measures such as dynamic monitoring and evaluation of the implementation of the plan.


The five-year blueprint for the development of the ICT industry outlined in the Plan is encouraging.
