Law is the "rudder" : to promote the development of renewable energy

Renewable energy refers to wind energy, solar energy, water energy, biomass energy, geothermal energy, ocean energy and other non-fossil energy. Renewable energy is favored by all countries in the world for its renewable, clean and green.

On the afternoon of December 24, 2019, at the 15th meeting of the Standing Committee of the 13th National People's Congress, Ding Zhongli, Vice Chairman of the Standing Committee of the National People's Congress, delivered a report of the Law Enforcement Inspection Group of the Standing Committee of the National People's Congress on checking the implementation of the Renewable Energy Law.  It plays an increasingly important role in promoting the energy revolution, protecting the ecological environment, and promoting sustainable economic and social development.

During the sub-group deliberations, members of the Standing Committee and non-voting participants fully affirmed the contents of the report, pointing out that the report's overall analysis of the implementation of the Renewable Energy Law was realistic and realistic, the issues were objective and pertinent, the opinions and suggestions on the next step of the implementation of the law were clear, and the strong effectiveness of supervision pointed out the direction for the development of renewable energy.

Remarkable achievements, renewable energy to achieve leapfrog development

Since the implementation of the Renewable Energy Law on January 1, 2006, the scale of development and utilization of renewable energy in China has been significantly expanded, and the level of technical equipment has been continuously improved. The report pointed out that the cumulative installed capacity of hydropower, wind power and photovoltaic power generation in China ranks first in the world. In 2018, renewable energy generated 1,867 billion KWH of electricity in China, accounting for 26.7 percent of the total power generation, 10.6 percentage points higher than in 2005. Among them, the total installed capacity of non-water renewable energy is 94 times that of 2005, and the power generation is 91 times that of 2005. Renewable energy accounted for about 12.5 percent of total primary energy consumption, double that of 2005.

"In 2018, renewable energy generation accounted for 26.7% of the total power generation, which has become the second largest power supply in China, and the installed capacity ranks first in the world, especially the scale of photovoltaic power generation industry has ranked first in the world for many years." The development and utilization of renewable energy has made outstanding contributions to increasing energy supply, improving energy structure, ensuring energy security, protecting the environment, and especially to poverty alleviation and the realization of sustainable development." Vice Chairman Aligen Iminbahai pointed out during the group deliberation that the report was clear in thinking, focused, rich in content, and solid and in-depth in inspection. In the 13 years since the implementation of the renewable Energy Law, China's renewable energy has grown from "dispensable" to pivotal large-scale development.

Gao Hucheng, chairman of the Environmental Protection Committee of the National People's Congress, participated in the inspection of the enforcement of the renewable energy Law. His greatest experience is that since the implementation of the renewable energy Law, it has played a great role in the development and utilization of renewable energy in China, the change of the national energy structure, as well as scientific and technological progress and innovation.

"Most of the important enterprises mentioned in the report are private enterprises, they have played an important role in the energy structure change and technological innovation, especially in the field of polysilicon and high-grade photovoltaic cells raw materials, has formed a very strong industry, basically no longer dependent on imports." The implementation of legal provisions, renewable energy favorable policies have been introduced

The report emphasizes that since the implementation of the renewable Energy Law, various regions and departments have introduced supporting regulations and systems to enhance the level of legalization of renewable energy development. In accordance with the law, relevant departments of The State Council have issued hundreds of supporting regulations and policies in terms of resource surveys and total volume targets, standardized the online management of renewable energy power generation, clarified the on-grid tariff and cost-sharing system, formulated technical standards for renewable energy equipment and equipment, and created a favorable policy environment for promoting the rapid development of renewable energy. Local governments at all levels have formulated local regulations and policies in light of local conditions, and the supporting regulations and policy systems supporting the development of renewable energy have gradually improved.
