9. Promote advanced and applicable prevention and control technologies.

Coal and gas outburst mines adhere to two "four-in-one" comprehensive anti-outburst measures to achieve the extraction standard and the balance of extraction and production. The rock burst mine adheres to the principle of regional first, local follow-up, regional management, classified prevention and control, and implements the "three limits and three strong" anti-impact measures. Promote the "four-step work method" of goaf water prevention and control and the "four-line" management of water-affected areas, promote the advanced detection and treatment methods of water damage in the roof separation layer and the confined water damage area in the floor, and promote the application of confined water damage prevention and control microseismic monitoring system and seepage water monitoring system. We will carry out hidden danger control projects in gob areas, promote the use of caving, filling, isolation and other control methods, and carry out microseismic monitoring and risk assessment in high-risk gob areas. Promote coal mine fire laser detection, optical fiber monitoring technology and safety and environmental protection fire-fighting materials. We will promote the application of intelligent monitoring, early warning and treatment technologies for dam break of tailings ponds, ground pressure disasters in underground mines and high and steep slopes in open-pit mines.

10. Improve emergency rescue and response capacity.

Further standardize the accident site command institutions, improve the emergency rescue coordination mechanism, and continue to promote the establishment of mine safety supervision and supervision departments and natural resources, public security, industry and information technology, ecological environment, transportation, meteorology, water conservancy, health, earthquake and other departments of emergency coordination mechanism and mine safety emergency response mechanism. Improve the timeliness and accuracy of early warning information release. Improve the management of mine emergency plans and the mechanism of regular evaluation and revision of emergency plans, and strengthen the effective connection between superior and subordinate plans, government and enterprises and other relevant plans. Relying on the "one network" of emergency command, a comprehensive command platform for mine emergency rescue with unified standards, reliable system and information sharing has been established and perfected. China has built an integrated air-space emergency communication system, improved on-site communication equipment for accidents and disasters, enhanced its emergency communication support capabilities under various conditions, and steadily improved its emergency command and decision-making capabilities. Promote the overall planning and optimization of the establishment of regional mining full-time rescue teams, revise the "Mine rescue Regulations" and other standards, and standardize the construction of part-time rescue teams in enterprises. Optimize and upgrade the technical equipment of emergency rescue teams such as emergency avoidance and escape. Promote the improvement of practical training and exercise infrastructure, and improve the training level of emergency rescue teams. Improve the treatment of emergency rescue teams, establish an honor system for emergency rescue teams, and improve the retirement mechanism for commanders and combatants. Strengthen the construction of mine dispatching center and give play to the role of the staff department, headquarters and operations department of the dispatching center. 12. Strengthen mine safety technology and equipment research.

We will deepen research on the mechanism of major disasters and coupling hazards, and strive to break the bottlenecks in key technologies and equipment such as early warning, dynamic monitoring and visualization, active early warning, intelligent decision-making, and prevention and control of major security risks. We will strengthen research on key technologies and equipment, and promote special scientific research on prevention and control of typical mining accidents and emergency rescue. Accelerate the cracking of common key technical bottlenecks such as core basic components, advanced basic processes, and key basic materials, and improve the basic capacity of coal machine manufacturing industry. Strengthen the research and development of key technologies of intelligent mining, focus on breaking through the key technologies and equipment that restrict the development of intelligent mining, such as precision geological detection, ore and rock identification, transparent geology, accurate positioning of equipment, intelligent fully-mechanized mining and rapid excavation under complex conditions, unmanned auxiliary transportation links, and unmanned or unmanned duty in fixed places, and improve the level of integration and localization of intelligent equipment. Focus on research and development and promotion of safety prevention and control, investigation and inspection, emergency rescue and other mining robots. Encourage research on safety protection technologies and products for on-site personnel such as portable hydraulic supports to protect rock drilling personnel.
